IMPHAL, Feb 15: The United Naga Council, UNC has decided to temporarily suspend the ban on construction work on the Trans Asian Railway line after the lapse of the specified two months ban on construction work on the said railway line on February 15.

A press statement of the UNC has informed that the body has taken the decision during its presidential council meeting held at Tahamzam on February 11.

“The indefinite ban on Seismic Survey in Tamenglong district would also be lifted temporarily with effect from the same date” the statement added.

“The ban had been imposed in protest against the lack of political will on the part of the  Government to address the demand for an alternative arrangement for the Nagas in Manipur”.

The decision to suspend the ban was taken in view of the fact that it would not be relevant when the election code of conduct is effective and the election process remains incomplete, the statement added.

The decision would be reviewed after the installation of a popular government in the present state of Manipur, it ended.

IMPHAL, Feb 15:The MSCP has asserted that any further re-poll based on the findings of the recent photo comparison exercise will be a waste of time and money as the photograph technology lacked fool-proof scientific backing.

Instead, the party suggested that counting of the ballots should be allowed to go ahead after invalidating those cases where mismatches were observed between the photographs in the electoral roll bank and those taken at the polling stations.

Talking to media at Hotel Imphal today, president of the party Y Mani stated that recommendation of re-poll based on the comparison of photos will be ill-advised as it will open door for more manipulations by candidates in advantageous position. He expressed surprise that the ruling Congress party has not so far announced their position on the issue to the public. 

However, Mani made it clear that his party will abide by any decision taken by the Election Commission of India on the subject despite its rigid stand.

Instead of putting more agony on the people and the candidate, besides the rigor of repeated organization of the poll exercise on the establishment, Mani stated, the respective polling officers should be put on the dock and punished for their inefficiencies. Only then the point will be served and all sort of discrepancies can be avoided, he said.

The party’s candidates who fought the last assembly elections spoke in unison with its president. Awangbou Newmai, sitting MLA of Tamei AC, stated that photo anomalies were spotted in 43 out of 63 polling stations in his constituency. However, he said, if re-poll were conducted in all those polling stations it would be similar to holding a fresh election which will be an extraneous burden to everyone.

Thamarjit of Keirao AC, where no mis-matches were reported, stated that unless forensic experts can verify the authenticity of the anomalies in the photographs, it cannot be justified, presenting his case against another round of re-poll.

Adim Panmei, MPCC chief Gaikhangam’s rival in Nungba, stated that mass discrepancies were noticed in all the four polling stations where he had complained of proxy voting. However, he argued that instead of re-poll, the party’s suggestion to progress with counting after deleting the bogus cases will hold in good stead. He also expressed dissatisfaction at the returning officer’s response to his complaint supported by sufficient proofs against the Congress election agent in Tupul for booth captuing through intimidation by firing shots from a small fire arm.

IMPHAL, Feb 15: The Maoist Communist Party, Manipur in a press release by its publicity secretary Nonglen Meitei came out strongly against the imposition of two or three sets of uniform on its students by private schools.

It stated that the multiple uniform sets caused unnecessary financial burdens to the parents especially those belonging to the financially underprivileged section. The Maoist`s statement assured that the party stands against such exploitation and will not remain a mute spectator.

The Maoist advised that there should be only one uniform set for the students, whereas the choice of colour of the apparel will be the prerogative of the school authorities.

Further, the Maoist questioned the private schools need for keeping three different sets of uniform code in a week. Aside from uniforms, beginning from note books to handkerchiefs, the schools have imposed strictures which are futile exercises. It may please the eyes but the amount of hardships which the poor families incur in keeping with the private schools norms may not be obvious to the school authorities, but is evident to the Maoist party.

The imposition of such petty rules without concern of the overall economic status of the state is not in the interest of the public. Such un ethical practices in the private education sector have led to circumstances where the parents can no longer afford to give proper education to their wards, the Maoist will not compromise their stance in the regard.

Further, schools cashing in on printed material including handkerchiefs, school bags in the name of seeking popularity should be stopped. If the school wants to popularize itself, then it may give free education and sponsor some underprivileged students instead of trying to mint money.

The parents should also introspect into the matter and collectively try to stop malpractices in the education sector.The Maoist in its New Democratic Revolution movement stands for the welfare of the commons; it stands for bringing quality education but stand against exploitation.

The release mentions that to check the announced guideline, the Maoist cadres will begin scrutinizing the schools beginning from February 20 onwards. If any school is found violating the mentioned norms, then the concerned authorities will be viewed as anti-people by the outfit.It appeals the concerned that the Maoist is tackling issues which are aimed at public welfare while continuing the liberation movement and seeks support from all, the release concluded.

IMPHAL, Feb 15: Major General Binoy Poonen, General Officer Commanding of the 57 Mountain Division today appealed to the younger generations particularly the students to sit back and analysed the situation in Manipur to bring peace and harmony among the masses. General Poonen also appealed to be a Manipuri first and proud to be a Manipuri as well.

GOC Poonen was addressing a flagged-in gathering of the 6/8 Gorkha Rifles of Loktak Brigade sponsored 15-day national integration tour at the army auditorium at Leimakhong,about 20 km north of Imphal this morning.

“You all can be the future leaders of the beautiful state of Manipur,so sit down and analysed the situation besides studying hard,” GOC asked.“Many students are going outside the state as there’s no avenue for higher studies here. Why can’t this happen here in their own state.”

Appealing to compare the state with the rest of the country in the field of development too,the GOC observed that the state has been lagging behind in certain development sector due to insurgency,unemployment and corruption etc.

Twenty students comprising of four different communities-Meitei,Naga,Kuki and Meitei Pangals along with their four teachers were on a 15 day national integration tour from Ningthoukhong town in Manipur’s Bishnupur district to Delhi,Agra and Jaipur cities from January 30 to January 12 last where the team visited Red Fort,Humayun Tomb,Qutub Minar,Connaught Place,Delhi Metro in Delhi,Taj Mahal,Agra Fort and Army Cantonment at Agra and Ajmer Palace,Jantar mantar at Jaipur.

Surprisingly the team exclusively had a 30 minute interaction with the President Pratibha devi Singh Patil besides having an opportunity to have a 1 4 hour guided tour of the Rashtrapati Bhavan during the sojourn.

Two students—one boy and one girl, who took part in the tour also shared their experiences and feeling during the day’s flagged-in gathering.

According to the senior officers of the Loktak Brigade,almost all the 20 students which include 10 girls and 10 boys, selected through its four battalions under the brigade, were given an opportunity to have metro ride in Delhi not to speak of giving the experience of a train ride in their life time.

IMPHAL, Feb 15: Naga civil bodies today staged a sit-in-protest at Senapati Bazar today for the unscathed release of Anthony Ningkhan Shimray, head of foreign affairs, (NSCN-IM) who was arrested on September 27 after he landed at Kathmandu’s International Airport while flying in from Bangkok to attend Peace talks between GOI and NSCN IM scheduled on 29th September 2010 in New Delhi, in connection with procuring of arms and waging war against the country.

A press statement has informed that the Naga are protesting against the GOI for violating cease-fire agreement and for being insincere to an extensive ploy of halting Anthony Ningkhan Shimray from receiving fair trail.

IMPHAL, Feb 15: Claiming that the various discrepancies were found during comparison of photos with the electoral roll of Tamei (ST) ac on February 12, All India Trinamool Congress candidate of the constituency DP Panmei has demanded re-poll in 57 polling stations of the constituency.

In a press statement, the AITC candidate has stated that during photo comparison of the electors of the constituency on February 12 by the election commission, many young girls were found to have voted for men (old boys), boys and girls below 18 years were found to have voted for elderly persons and women for men and vice versa.

The statement has further informed that Naga People’s Front had lodged a complaint with the Chief election Commissioner, government of India for re-polling at 43 polling stations while the Trinamool Congress has lodged a complaint for re-polling at 28 polling stations of Tamei ac.

The candidate has further demanded the polling officials to be penalized for allowing rampant proxy voting and impersonation which amounts to gross dereliction of duties as polling officials.

The statement has as such demanded re-poll in 57 polling stations of Tamei ac.

Winter in Manipur has been severe this year. It would have been a lot harsher for the poor, for indeed, as it is, winter months are cruel even for temperate climes as ours, when much of life hibernate, expending the least energy so as to last out till the nourishing showers of spring herald nature its wake-up call. Imagine how miserable life would be if winter temperature were to drop a few more degrees Celsius, and extended a few more months. But the disturbing fact is, such projections of a changed climate scenario are no longer remote or restricted to science fiction writing. Seeing what has been happening even in the past few years, climate change seems now almost an inevitable future the world is heading into. There are scientific evidences that there have been radical shifts in climates in the history of the earth, almost at regular intervals. The Ice Age for instance is supposed to follow a cyclic pattern, the last minor one having retreated 12,000 years or so ago, but in between these cycles, there have also been many sudden freak shifts, as scientist now claim there had been an unexplained cooling of the globe 5,200 years ago, not because of anything anybody did, but out of changes in solar activities. In 1991, hikers found the preserved body of a man trapped in an Alpine glacier and freed as it retreated. Later tests showed that the human – dubbed Oetzi – became trapped and died around 5,200 years ago. Scientific evidences elsewhere in the world corroborate the theory of a sudden chill wave at about the same period. In prehistoric times, 245 million years ago, the collision of continents to form a single land mass known as Pangaea caused one of the biggest extinction of life from earth, with 96 percent of marine life going extinct in about 3 million years span.

The point is, earth’s climate has changed in the past and probably will change again in the future. While there is nothing very much we possibly can do to alter the meta-narratives of the cosmos, what is also certain is, man can hasten these changes locally on earth, all to his own detriment. To look at it more positively, this also means man can delay or even avert some of these climate shifts by controlling the factors that disturb the earth’s climate system. At this moment, man seems to be doing very little to this effect. Hence, if this year’s winter has been harsh, scientist are now predicting a hotter than usual summer to follow. Being warm-blooded creatures, all mammals, to which category of living things humans belong, can tolerate a wide range of temperature conditions. But the danger is not so much about how weather resilient the human body is, but of how life would cope with a radically changed living environment. If winters get harsher, summers more scorching, monsoons unpredictable, the first casualties would be crops. We all know the kind of human misery a year of crop failure can cause, but imagine a scenario in which this happens in a stretch for a couple, or even many years. Life would be put at great peril then. It is such thoughts that make one realize, inspite of all its strengths and resilience, life is extremely vulnerable. Human life is no exception. It is also not a surprise that in life’s history of over 500 million years (so says scientists), whole species have routinely gone extinct for unfathomable reasons.

There are many cosmic factors behind climate changes that we can do nothing about and only God can explain why. But there are also an equal number of factors that we can do a lot about. Likewise there are a number of overwhelming environmental issues that must have to be tackled at the global level. But there are also again localized ones that all individuals, regardless of where they are, must put in their mite in tackling. Hence, while those of us in the developing world can contribute little towards controlling automobile fume emissions that induce greenhouse effect in the earth’s atmosphere, precisely because the number of automobiles we own is minuscule, we can help in the global effort by retaining green covers of our forests etc. Let us not ever forget the slogan of the global environmental campaign “Think Globally, Act Locally.” After all it is also our own lives, together with that of the rest of the world that we are called upon to protect.

IMPHAL, Feb 13: MPSC has become the champion of 27th N Hazari Memorial Polo Tournament by defeating Singjamei Polo Club by 5-4 in the final match played today at Mapal Kangjeibung, Imphal.

S Somorjit and M Jawan scored one goal each for MPSC while M Manihar scored one goal for Singjamei PC in the first chukker.

In the second chukker, S Bimol scored another two goals for MPSC making the goal score at 4.

Th Ranjit scored one goal for MPSC while P Ojit scored two goals for Singjamei PC in the third chukker.

Singjamei could stand at 4 goals with another goal scored by P Ojit in the fourth chukker.

Defending champion MPSC once again clinched the title by defeating Singjamei Polo Club 5-4 goals.

Champion MPSC was awarded Rs. 15,000 cash prize while runner-up Singjamei received Rs. 10,000.

Commissioner IS Laishram handed over the trophies to the champion and runner-up.

General.  I was happy to be invited to attend a one day Seminar on NH 102 – Challenges and Effective Management held at Pallel sometime in October 2011 organised by 26 Sect Assam Rifles under aegis of IGAR(S).  It was attended by important officials of NCB (Narcotics Control Board), Customs Department {(Revenue), Govt. of India}, Wild Life and Forest Department (Govt. of Manipur), State Taxation Department, Intelligence Bureau (IB), State Police Department and all the CO’s of the Assam Rifles posted along or astride NH 102.

Aim. The aim was to bring all the above agencies to a common platform with a view to know each other organisationally, to appraise themselves of Acts and various Regulations, powers and limitations specially caused by insurgent’s activities in the state and to share the expertise and views towards effective management of NH 102 because of its importance and being the main surface  linking to Myanmar very important  for us.

Conduct.  Mr VS Shahasane, Regional Director, NCB gave detailed information about the National Policy on Narcotic Drugs and Psychotropic Substances based on the Directive Principles in  Article 47 of the Constitution of India under NDPS Act, 1985.  NCB as a Central authority has an aim to effectively prevent and combat abuse of illicit trade, move and trafficking of narcotic drugs and psychotropic substances.  It achieves its aim by coordinating its actions with the State Government and other agencies.  So their organizational setup, Act, Rules involved, apprehension of offenders, punishments by courts, disposal of seized goods and suspects to authorities concerned for a trial were of great learning value  for all who attended to understand the overall picture.  Due to unfavourable situation created by the insurgent activities which prevents them from discharging their duties properly and their expectation and help from the Assam Rifles, synergy required with Police and Civil  Administration were covered in detail in a very simple and absorbing manner.

Customs Deptt also gave detailed setup of their Land Custom Station (LCS) at Moreh for Controlling Trade, Board of excise and custom as a Part of the Department of Revenue under the Min of Finance, GOI.  This department deals with implementing Policy concerning levy and collection of Customs and Central excise duties, prevention of smuggling and administration of matters related to customs, central excise and Narcotics to the extend CBEC under preview.  The participants learned about their organizational setup, difference between legal and controlled goods, role of duties imposed for various items and quantum of punishment to offenders and steps required to plug loopholes.  They also projected their expectations and help required from the Assam Rifles in view of the insurgency.

In addition to above, State Taxation Department have also setup many check gates along NH 102 and their Policy Perspectives keep on fluctuating.  Thus check gates/ tactics keep on changing.  The functioning of the State Police as role players in this chess game is known to almost all. The Assam Rifles being CPMF though not directly meant for assistance in these operations since  mainly tasked for Counter Insurgency Operations to keep NH 102 safe for passage, also gets naturally involved under directions from Central authorities to ward off interference by the insurgents, where multi parallel routes go side by side coupled with many unknown routes available through the porous borders with Myanmar.  Players in this game of making easy money, involvement of expert public carriers, powerful persons both in the social circles & aided by some strong politicians and OGW’s (Over Ground Workers) was also discussed.  On many occasions the role of undergrounds comes into lime light through media that they are protecting the cultivation of Poppy and conduct of business in Heroin.  However in a recent news in media, RPF (Revolutionary Peoples Front) have put blame on SFs that it is they who are patronizing the snakes and ladders trade of the contraband items so that the youths of Manipur remain addicted to drugs and Manipur remains as it is afflicted with HIV/AIDS for reasons quite obvious.

Whatever may be the allegations, counter allegations from SF/UG, I feel without going into side of anyone, we must appreciate that every segment of the society and the officials of Govt agencies want that THIS MENACE must be eradicated.  If all join hands, the task for Government agencies can go easy and situation will become manageable once UG’s also feel that this evil must stop to see a healthy Manipur. Even otherwise, when allegations/counter allegations are evaluated with factual data what  SF’s and Govt agencies are doing together, the UG’s allegations stand nowhere near by to their accusation that  Govt agencies are patronising the cultivation which readers can see in the following paragraph.   There is one major success story to quote where poppy cultivation has been stopped.  Most of the Intellectuals are aware of the fact that when China started to build their nation in acquired territories they realized that Yunnan- Kumning area which were known producers of this drug substance, under some notorious & rouge Generals must be neutralised.   They decided to push out such persons from their territories South/ South East i.e. Salween hills/valley.  They succeeded in this mission.  Their move  towards north was denied to them and those groups got tagged to create Golden Triangle and their business found opening in south & south-west through Kachin area of Burma to  India – Afghanistan – South America (Colombia) The other story is of Mon District of Nagaland.  Up to late sixties the entire Mon area specially touching into Khonsa and Namnasa (Sonari of Assam) had got completely devastated by the addiction of all and sundry to ganja & puffing of poppy powder in various forms.  Members of Mon Students Organisation who were generally studying outside the state, decided to put an end to it.  So they destroyed the crops under protection of village elders through awareness cautioning  on the damaging consequences of losing their populations and also sought Govt assistance to give villagers an alternative.  Govt went jubilant, maize seeds, and other fruits saplings like pears, peaches, banana,  were provided.  And today there is not even a single cultivator who grows this crop. These are two success stories. Drugs make youth and adults lethargic, dis-interested and they ultimately fall prey to AIDS/HIV and insolent dependency.

Conclusion.  Seminar conducted by HQ 26 Sector AR under aegis of IGAR(S) was highly successful in giving a common platform to all concerned agencies to know each other’s functioning and direct their efforts to control this menace.  Our young generation are the most affected thousands of widows/ and widowers are there now.  There are number of NGO’s who work for seminars and criticise Government agencies rather than taking local area activists along  and exhort youths  to educate locals not to grow this type of crops and help eradicate the growing of this crop, its  trade and its use.  This  envisaged achievement which looks like just beginning of a crusade to make Manipur “Drug Free State”, can be made possible only by  well kindered, calibered, synergy between SFs people  and the Central Narcotic Drugs officials under the leadership of various SF Commanders and with full cooperation from Director Narcotics like Mr VS Shahasane.

In recent past, 26 Sector AR and its units have done successful operations in destroying 1200 acres of poppy crops since last two years.  The areas of Saijik Tampak- Khengjoi-Joupi have been absolutely cleared and encouraging note is villagers have shown no interest to revive the cultivation which means people wish to get rid of this, provided they get alternative crops.  Similar, action was taken by 27 Sector AR in Southern Churachandpur  with  then 30AR in lead and destroyed almost 1000 acres, areas and 73 Mountain brigade have now done it in area Aina  on borders of Senapati and Tamenglong districts and destroyed 750 acres of crop  with  46 AR/38 AR and with 6/8 Gorkha Rifles in Joupi area. 59 Mtn Bde with 43 AR destroyed complete crop in Saikul sub division  a year  back &  5AR intercepting almost  8 tons of processed ganja from Maram to Tadubi check posts. Government agencies, six of them engaged in same task will be too happy to complete their job if RPF and other likeminded UG organisations also decide to take similar actions on their own to see Manipur bloom as Drug free society.  To conclude the Seminar was conceptualised under visionary and missionary  zeal  of Maj Gen UK Gurung, YSM.  though , he could not personally attend the programme  since was held up at some interior post waiting for hepter lift, but conveyed his vision through Sector Commander.   26 Sector AR under command of Brig Upendra Dwivedi deserves appreciations to have organised the seminar which is urgent necessity of the times.  Conduct of the event by Col Ravroop Singh was excellent and active participation by SP Chandel with  his DIG and Prof CH Priyaranjan of Manipur University who presented the key note with equal  concern and clarity

End Note. It needs multipronged thrusts to make people forget about poppy cultivation. 
(a) Synergetic, effective and harsh measures against the defaulters by the ED (Enforcement Department) are  required.

(b) Ethical approach i.e. to induce others kids to make them mentally, psychologically and economically week at cost of making profits for self and a few is a crime against humanity and God.

(c) Horticulture, Floriculture, Pissiculture and herbal plantation to go thousand percent in Social Sector as North East is rich in bio-diversity deposits.

We must indeed welcome the recent state decision to implement ‘pedestrian only’ regulations in the busy Imphal market, even if it is on experimental basis. City managers around the world have implemented pedestrian friendly regulations in long time back, reflecting their sensibility and maturity in dealing with difficult situations. It is not only in relation to city management or traffic regulation, but it is an essential requirement for good governance and development of people friendly policies. On the surface, by this decision we might think that at last our city managers have also come to their senses. However, the temporary nature of the ‘pedestrian only’ regulations again brings to the fore, indecision and adhocism on the part of the state officials. One thing is crystal clear, it is not the result of a well thought out plan. The mayhem created on the first day of implementation in the roads surrounding the main market is a glaring example. Traffic jam is not a recent phenomenon in our city; it has indeed become a permanent feature for the last ten years or more. Traffic officials have been juggling with different methods of traffic control and management.  Methods keep changing even on daily basis sometimes. People have become tired of such experimentation and jugglery. We believe, our traffic regulators must have gained lots of experience by now. Why is that ‘experience’ not put to use for development of a long term traffic regulation system in the city. Besides the ‘experience’, we have seen a number of surveys conducted by MAHUD and Town Planning in the recent past. Meanwhile, the state Transport department seem to think, they only a minor role to play in traffic management. While they are busy with identification and award of parking zones outside the market, they had forgotten the expected increase in traffic volume on the rods. They must be made to understand that, it is the job of the Transport Department to develop an effective traffic regulation system along with concerned urban authorities and that traffic officials are only implementers of the system so developed.

We are of the opinion that, this ‘pedestrian only’ regulation in the market area should be regularized for all times sake. And there should not be any exceptions, even for VVIPs and security vehicles. While developing the said system, we should also begin thinking in terms of transforming Thangal Bazar and Paona Bazar as a ‘commercial zone’ free from residential quarters. With that, other pedestrian friendly systems like pedestrian over bridges or subways should be introduced in other areas of the city. But, please be firm about the ‘pedestrian only’ regulation in Thangal Bazar and Paona Bazar.
