KOHIMA, Nov 13 (NEPS): In an unprecedented move that will have far reaching consequences in the present Neihpiu Rio Government in Nagaland, the main Opposition Nagaland Pradesh Congress Committee (NPCC) warned that it would launch a mass agitation even to the extent of “boycotting the 50th Anniversary celebrations of (Nagaland) Statehood” if chargesheeted State Cabinet Minister Imkong L Imchen was not removed from the Council of Ministers within fortnight.In a representation to Nagaland Chief Minister Neiphiu Rio here on Wednesday, the main opposition NPCC strongly demanded the removal of Imkong L Imchen, Medical Minister, from the Council of Ministers since he had already been “chargesheeted” by the Wokha Police for his “criminal conduct during the recently concluded state assembly elections.”
“Caught red handed with crores of unaccounted money, illegal weapons and liquor in his possession at Wokha, enough prima facie evidences are available against the Minister and for which his continuance in the Cabinet has become untenable until he is proved innocent in the court of law,” said the representation.
Stating that Imchen lost all moral authority to cling on to the ministerial chair, the NPCC demanded for his immediate removal from the Cabinet so that the entire trial hearing process did not get influenced by his position as minister.
It further warned that it would launch a mass agitation even to the extent of boycotting the “50th Anniversary celebrations of (Nagaland) statehood” if the Chief Minister failed to remove him from his Council of Minister within fortnight. “(Because) it will not tolerate a criminally tainted person masquerading as leader to make a mockery of law and hold the state to ransom,” it asserted.Meanwhile, the NPCC also sought the intervention of the State Governor Dr Ashwini Kumar to prevail upon the Chief Minister for removal Imchen as Minister without further delay to let the justice prevail.
Later talking to press her at Congress Bhavan on Wednesday, NPCC President SI Jamir disclosed that they sought appointment for Chief Minister but the latter could not give even for five minutes. So they had submitted the “Representation” through one of his officials at his office.

IMPHAL, July 25: Empty trucks leaving Imphal yesterday along the National Highway 37 are stuck at a steep stretch at Nun Dalan due to poor condition of the highway.

The stuck trucks which numbered around 500 had to be individually pushed up by the BRTF using an excavator to pass the highway stretch.

However the rescue work had to be postponed for tomorrow following night fall.

It may be mentioned that following the sinking of a 110 meter road stretch at Phesama, Nagaland along the Imphal-Dimapur highway on July 12, vehicles plying along the highway had stopped their run.

Meanwhile, according to reports, around 140 empty fuel tankers and around 500 other empty goods trucks had left Imphal yesterday along the National Highway-37.

The empty trucks after crossing Barak Bridge had started climbing the steep stretch at Nung Dalan and got stuck.

Many trucks are now left stranded along the said portion of the highway. The truck pushing work will be continued from early morning tomorrow.

After the poor road stretch at Nung Dalan, there is only about 78 Kms left to reach Jiribam.

It may be mentioned here that a landslide recently occurred at Nung Dalan which had completely buried a bridge on the said road. The road restoration/repairing work are being carried out in full swing but due to the rain there is little progress in the work.

Meanwhile, the empty trucks numbering around 300 which had left Imphal are still stuck at Barak. The trucks will hold the night over there only along with the security escorts.

NCP leader, Dr TM Lotha, MLA expressed serious concern on the present peace process between the Government of India and the Naga underground people as no tangible solution was still in sight.
Taking part in the general discussion on the budget on July 19 in the Assembly, the former DAN Minister informed the House that he had not seen any “tangible solution” even after 16 years of peace process between the Government of India and the Naga underground people.
Dr Lotha came out with his strong opinion that time had come for them to know the status of talks between the Government of India and the Naga underground people. “We cannot leave entirely to the negotiating parties,” he said. “I think we have right to know what is the stage of the talks between the Government of India and the Naga underground people.”
“Once the agreement is inked between the negotiating parties, we will have little scope to say on it,” he pointed out and further drew the attention of the House that they should know the stages of the process.
Cautioning that “if a leader makes a mistake, it is going to a blunder,” Dr Lotha said a time had come for them to know the status of the talks between the negotiating parties.
He suggested that if they were not kept informed of the progress of the talks, then at least the Leader of the House should be kept informed of the status of the talks between the Center and the Naga underground people. For which, he opined that they could work out a mechanism whereby the Leader of the House could be kept informed of the progress of the talks.

KOHIMA, Jul 19 (NEPS): Nagaland Chief Minister Neiphiu Rio continued to shower praises on the State media, appreciating their works, contributions and roles in strengthening of the “pillars of democracy.”
While presenting Budget for the year 2013-14 in the Assembly on July 18, the Chief Minister, who is also Minister in-charge of Finance, acknowledged that the “press and media have come a long way in Nagaland, and they continue to play a constructive role. “I must specially compliment them for their comprehensive coverage of the proceedings of the Assembly sessions, thereby taking the business of this august House to our constituents,” he stated.

It is good news for the farmers of the northeast that their welfare will now be taken care of by the formation of the new North East Farmers’ Federation (NEFF).

The formation of the NEFF was first conceived by a few people from the State of Mizoram who have deeply involved themselves with dedication and concerned for the uplift of the farmers of North Eastern Region, says Dr YY Kikon, President of the new Federation, NEFF.

The former Director of Horticulture, Nagaland, Dr Kikon disclosed that with the initiative of the office bearers of All Mizoram Farmers’ Union (AMFU), the NEFF was officially launched on December 5, 2012 at Aizawl.

The main objectives of this Federation are:

  • To foster unity, mutual understanding and co-operation among the member representatives from different states in the interest of empowering the farmers of the region;
  • To safeguard, protect and promote the collective interests of the farmers by linking them with wider market accessibility;
  • To identify the potential projects in the region and provide logistic support with recommendation for success;
  • To advocate the ways and means of conservation of valuable and endangered flora and fauna of the region;
  • To strive to solve the problems of marketing of agriculture and allied produce, thereby raising the socio-economic status of the rural people;
  • To launch promotional activities and stimulate public/private investment for establishment of small and medium enterprises based on agricultural produce, for generation of income and employment in the rural areas;
  • To help provide affordable services to farmers, processors and exporters of agriculture and allied produce through training/seminar and other follow up support; and
  • To oversee all the important projects and schemes under agriculture and allied sectors of NER for proper implementation and transparency for the benefit of the targeted farmers in particular.

KOHIMA, Jul 11 (NEPS): Veteran Congress leader and Opposition Congress MLA SI Jamir has not approved the idea of demanding the Center a certain amount of fund as sustenance for the Naga underground people who are in ceasefire with the Government of India as a solution to the underground taxation in the State.

It may be mentioned that of late State Chief Minister Neiphiu Rio has been demanding the Center to frame certain policy to support the Naga underground people who are in truce with them (Center). He even went to the extent of blaming the Center for failure to formulate a policy to provide sustenance for the Naga outfits.

Rio further pointed out that since the undergrounds were not provided with any sustenance for their survival, they were compelled to impose various taxes on the people.

Talking to NEPS here at Congress Bhavan Thursday, Opposition Congress MLA SI Jamir, who is also President of NPCC, wondered the manner in which the State Chief Minister was trying to shift the blame to the Center for his (Rio) failure to run the affairs of the State.

Jamir alleged that the so-called multiple underground taxations in the State was because of the failure of the State administration. He, however, disclosed that the people were prepared to contribute to underground once in a year but not in multiple ways. And when such activities were taking place in the State, it had directly affected the citizens and then it “automatically falls under the purview of law and order.” “The State has failed in maintaining law and order,” he alleged.
“We also have seen relative peace taking place in the State after the ceasefires between the Center and the Naga underground groups, even collection of taxes or extortions was not that much,” the NPCC leader said. “But, unfortunately, more factions gradually came up and then more problems increased due to one-upmanship amongst them.”

“However, there are ceasefires with the Center and they are bound by the mutually agreed upon ceasefire ground rules,” he stated.

But asking the Center to frame policy to provide sustenance for the Naga underground outfits was “ridiculous,” Jamir said adding, “It would be a political blunder if they (Naga underground outfits) accept such pattern. “Because they have been negotiating with the Center on equal footing,” he explained.

After the recent direct questioning of the Constitutional validity of Article 371(A) by the Home Ministry with regard to the passing of the “Nagaland Petroleum & Natural Gas Regulations, 2012,” by the “Nagaland Legislative Assembly” on September 22, 2012, the Constitutional interpretations with regard to the Article 371(A) have been going on.

Article 371 (A) (1)(a) says “Notwithstanding anything in this Constitution, — no Act of Parliament in respect of:-

(i)                 Religious or social practices of the Nagas,

(ii)               Naga customary law and procedure,

(iii)             Administration of civil and criminal justice involving decisions according to Naga customary law,

(iv)              Ownership and transfer of land and its recourses,

Shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by resolution so decides.

The Nagaland Legislative Assembly, in exercise of its powers under Article 371 (A) (1)(a) of the Constriction of India, had unanimously passed a resolution on the 26th July, 2010 rendering inter alia all Acts of Parliament governing petroleum and natural gas inapplicable to the State of Nagaland.

At the same time, the Union of India, while replying in Lok Sabha to a question raised on the issue on the 10th March, 2011, declared that the state of Nagaland has the power to frame rules for governing matters relating to “petroleum and natural gas” within the territory of Nagaland.”

Now with these in mind, the Nagaland Legislative Assembly has passed the “Nagaland Petroleum & Natural Gas Regulations, 2012” on September 22, 2012. And then subsequently the Nagaland Government invited “Expressions of Interest (EoI)” from oil companies after setting up a ministerial group on petroleum.

Now the Union Home Ministry came down heavily to the Nagaland Government terming the Nagaland Legislative Assembly’s resolution “empowering itself with the right to legislate on oil and gas related issues is unconstitutional and invalid.”

Reacting to the Home Ministry statement, Minister for Planning and Coordination, Evaluation, Geology and Mining, TR Zeliang dismissed the Home Ministry statement saying that “Whatever we have done is Constitutional.”

Talking to media persons here Wednesday, the Senior Minister said, “We are doing this under the Article 371 (A)(1)(a) and also this particular Clause was referred to the Point 7 of the 16-Point Agreement.”

“Delhi is trying to create confusion,” Zeliang fumed saying, “They can’t do like this.”

Interestingly, the reply given by the Solicitor General of India, Gopal Subramanium on the “Ownership and transfer of land and its recourses in respect of minerals including petroleum and natural gas” in Nagaland has given very clear picture that the State of Nagaland was empowered to frame legislation on oil and gas related issues.

He also explained with regard to the resolution so adopted by the Nagaland Legislative Assembly whether it was in line with the provision of Article 371 (A) of the Constitution.

He said, “To have a better understanding of the provision it is necessary to examine the historical circumstances leading to the creation of State of Nagaland (hereinafter referred to as the State). …………….. The Special provisions made applicable to the State are invariably a result of the special historical circumstances and while interpreting the special provision the same should be kept in mind.”

The Solicitor General of India concludes: “Therefore, in legal parlance the term ‘land’ signifies not only the earth’s surface but also applies below and above the surface. It is not only confined to solids but may encompass within its bounds such things as gases and liquids. Thus, the term “land and its resources” in Article 371(A) to Mines and Minerals, even though a declaration as envisaged by Entry 54, List I of Schedule VII has been made by the Union through Section 2 of the Mines and Minerals (Development and Regulation) Act, 1957, the State of Nagaland would have the power to frame its own laws regarding ownership and transfer of such land and resources under Article 371 (A).”

 

“I think Delhi should not try to create confusion as whatever we are doing is under the Article 371(A)(I)(a) of the Constitution of India,” Zeliang said. “In fact, till such time when we brought in the Assembly to pass the Nagaland Petroleum & Natural Gas Regulations in 2012, we have been just following all the Acts passed by Parliament.”

KOHIMA, Apr 29 (NEPS): Kohima was revisited and relived by the rare, unique and memorable oldies of The Beatles presented by the 3 local bands – Cadence, Legame Di Voci and Rahab, on Saturday evening here at The Heritage (Old DC Bungalow). The memorable musical show was organized under the theme of “The Beatles Mania” by the “Aspire.” The objective of this show was to stage a musical show sometime after just the summer to pay a rich “Tribute” to a legendary local singer “Methanielie,” said Oken Jeet Sandham, Editor of the NEPS, while opening the “Show.”

Nagaland, KOHIMA, Apr 5 (NEPS): New Speaker of the Nagaland Legislative Assembly (NLA) Chotisuh Sazo said he wanted to come up with various developments and facilities for the legislators who stayed in the Legislatures’ Home and also for the officers and staffs of the Assembly who also stayed in their residential quarters here near the Assembly Complex.
Talking to NEPS here at his office chamber Friday, the Speaker disclosed that there were no recreational facilities, no proper security gate, and no shopping facilities for the legislators, Assembly officers and staffs and their family members who are staying in their residential quarters here in the Assembly Complex. “There is also no schooling facility especially for their children either,” he added.
“As soon as I took over the reign of the post of the Speaker of the Assembly, I have studied the essential and immediate requirements for the legislators, Assembly officers and staffs and their family members who are staying here in their respective quarters near the Assembly,” Sazo said. “The problem is they are staying quite far from the towns.”
The Speaker said he had been seriously contemplating to provide a “shopping mall, multi-purpose hall and other recreational facilities at the earliest,” so that legislators and the Assembly officers and staffs and their family members should not have hassles of going to towns which are far away from their residential quarters.  At the same time, they would also develop a healthy and peaceful lifestyles during their stay here, he narrated.
“We have also already proposed to establish a school here so that children of the legislators, officers and staffs of the Assembly will not worry for their children,”

In a simple but impressive “Oath taking ceremony” held at his office chamber Thursday, Chotisuh Sazo, Speaker of Nagaland Legislative Assembly administered the “Oath” to the new Member of the Nagaland Legislative Assembly from Tuensang district.

In the February 23 Nagaland Assembly general election, the election of 53 Teunsang Sadar I could not be conducted following the sudden demise of Congress candidate P Cuba Chang, who was also sitting Congress MLA, on February 22 here at Naga Hospital, Kohima. This unfortunate demise of Congress candidate had necessitated to adjourn the election of this 53 Tuensang Sadar I Assembly Constituency to March 23 next.

Son of former Nagaland Minister Changkok Chang, Toyang Changkok Chang, an Independent candidate, defeated his rival ruling NPF candidate L Elam Chang by a margin of 2272 votes.

What they are lacking may be physical prowess comparing to their counterparts. But the whole idea that they could not compete with their male counterparts is not correct proposition, said Phukayi, Parliamentary Secretary for Women Development, Cooperation and Sericulture, while interacting with the NEPS here Friday.

Although there was issue relating to 33% reservation of seats for women in Municipal and Town Council elections in the State, they were still free as anyone them to contest any elections – be it Municipal or Town Council or General elections of the State or Lok Sabha, etc. “Personally, I prefer the second because from here they would only grow up with qualities and maturities,” he pointed out. “Quota or Reservation is of course a temporary phase and it is meant to lift somebody who cannot get up on their own.”

“But I don’t agree that our women are lesser than our male counterparts. There are many women who are more intelligent than males. Look at the sportspersons like Chekrovolu Swuro, Naga woman Olympian from our State and Merry Kom, another woman Olympic Bronze Medalist from our neighboring State and still many more,” he said and further opined that, “It will not be correct to say that our women are lesser than males.”

The Parliamentary Secretary said he had a very high regards for their women who had shown their capabilities in many areas of activities since from their forefathers’ time. They went to kheti for cultivation; to mountains in search of fuels; crossed rugged mountains to meet even leaders of various Naga underground groups for peace and reconciliations; could win the hearts of various Naga underground leaders and cadres at times of conflicts amongst them. “All these actions are manifestations that our women are capable of doing many things,” he said.

“It is not that our women cannot fight the elections. Loot at Meghalaya, four women legislators were made Cabinet Ministers including key Home Minister. “That means one-third of the size of the Ministry in Meghalaya is women,” he said adding that, “Our women also can do it but the point is they have to venture out to face these so-called electoral politics. But you have to have a strong conviction to do it and should not have the tendency of depending on quota or reservation.”

In the turbulent chapters of the tortuous Naga history, while their male counterparts were hiding, they faced up all kind of weathers defending not only their male counterparts but also all the “existing systems prevailing in our societies,” he said.

Pukhayi also asserted that he wanted to explore more hidden qualities of their women. “In fact, without women, we male are nowhere, so we need to strengthen our women,” he said assuring that he would see that “Equality is maintained between the women and males in our society,”

“I wanted to step in in areas of inequalities between the women and males so as to correct these inequalities,” he said adding, “I wanted to have a State Level Coordination Committee (SLCC) to study about the urgent need of our women.”

Talking to NEPS here Tuesday, senior Vice President of the NPF, Pusazo Luruo, fumed that their party functionaries and also NPF MLAs were not in cohesion during the recently concluded elections in many areas including Tuensang district. “Therefore, the Tuensang Sadar – I election result which was declared Today was not unexpected,” he said.
The senior NPF leader also disclosed that many of their party functionaries as well as their MLAs in many areas and constituencies worked against one another leading to the defeat of many potential and winnable party candidates. “We are seriously taking up this matter in our meeting of the NPF Disciplinary Action Committee scheduled to be held on April 1, 2013 at our Central Office, Kohima,” Luruo said. “We shall initiate actions against those party functionaries or legislators if they are found indulging in anti-party activities during the last 12th Nagaland Assembly elections as well as the Tuensang Sadar – I election.”

Nagaland,KOHIMA, Mar 21: Dr. Ashwani Kumar was sworn in as the Governor of Nagaland today, the 21st March 2013 at Durbar Hall, Raj Bhavan Kohima.
Chief Justice, Guwahati High Court, Justice Adarsh Kumar Goel, administered the oath of office to the new Governor. Thereafter, the Governor was accorded Rashtriya Salute by the Nagaland Police at the Saluting Base, Raj Bhavan.
Earlier, Chief Secretary Nagaland, Alemtemshi Jamir (IAS) read out the Warrant of Appointment.

Profile of professor (Dr.)  Ashwani  Kumar
 
Dr. Ashwani Kumar, the former Director of Central Bureau of Investigation and Director General of Himachal Pradesh police served Government of India and the Government of Himachal Pradesh with utmost distinction, dedication and devotion for more than 37 years.
Dr. Ashwani Kumar was born on 15th November 1950 and belongs to Nahan, District Sirmour of Himachal Pradesh. He started his early education in Government Primary School, village Kothi near Rekong Peo, located in the tribal district of Kinnaur. He later studied at Rashtriya Indian Military College, Dehra Dun and carried on further education from Government College, Bilaspur and ultimately graduated from Government College, Nahan, Himachal Pradesh in 1971.
Apart from a distinguished public service career, Professor (Dr.) Ashwani Kumar has an excellent academic record. He has done Ph.D. in Management from Himachal Pradesh University. He has a Master’s degree in Business Administration (MBA) with specialization in Human Resources Management. He is a graduate of the National  Defence College, Ministry of Defence, Government of India, New Delhi.
Dr. Ashwani Kumar is a visiting faculty to many Universities, colleges and Institutions. He has taught Human Resources Management, Organizational Behavior and Leadership at the Jindal Global Business School to MBA students. He also provided guidance to the Research Centre for Penology, Criminal Justice and Police Studies in the Jindal Global Law School and the Research Centre for Leadership and Change in the Jindal Global Business School. Dr. Ashwani Kumar has been closely associated with the training of IGs and DIGs of Police at the National Police Academy, Hyderabad in a project that was implemented by the Cambridge University, United Kingdom under the supervision of Ministry of Home Affairs, Government of India.
Dr. Ashwani Kumar joined the Indian Police Service in 1973 and was allotted to the Himachal Pradesh cadre. He served as Assistant Superintendent of Police in the districts of Mandi and Kangra from 1975 to 1977. On promotion as Superintendent of Police, he was posted in the tribal districts of Kinnaur and Lahaul and Spiti and later at Solan and Shimla. In these districts he enjoyed an excellent reputation for service to the community, especially the poor.
While working as district Superintendent of Police at Shimla in 1985, he was selected for induction in the newly created Special Protection Group (SPG) responsible for the security of the Prime Minister of India. He worked in the SPG from 1985 to 1990 in various capacities including that of Assistant Director in the Prime Minister’s Office. Dr. Ashwani Kumar is widely travelled and has had the unique opportunity of interacting with various police, security and intelligence agencies of almost all the States and Union Territories of India and several countries of the world.
Dr. Ashwani Kumar has held many important and sensitive assignments in Himachal Pradesh Police, SPG and CBI. He has worked as Inspector General of Police in the State Human Rights Commission at Shimla with great distinction. He enjoys an excellent reputation for enforcing rule of law and upholding human rights of weaker sections of society.
He has had the distinction of working in close collaboration with INTERPOL for several years. During his service he has earned appreciation from the Prime Minister of India and the Union Home Minister. He was awarded the Indian Police medal for Meritorious Services in1989 and also the President’s Police Medal for Distinguished Service in 1999.
In August 2006 he took over the reins of the Office of The Director General of Police of the State of Himachal Pradesh. While serving as the DGP, he strived to stream line the functioning of the police administration in the State. He brought about systemic changes in the department to instill professionalism and serve the common people in a better manner. He is credited with the introduction of “Community Policing” at the grassroot level. This program achieved considerable success and has potential of permanent bonding between Police and the public. Realizing the importance of IT and Computerization, he introduced computerization at the Police Station level in Himachal Police as well as the lodging of public complaints on-line.
In July 2008, after serving as DGP- (HP) for two years, Dr. Ashwani Kumar was appointed by the Government of India to the sensitive post of Director CBI. It was indeed a proud moment for the State of HP when Dr. Ashwani Kumar became the first police officer from the State to head the CBI. He served as Director CBI for more than two years with distinction and was credited with solving a number of high profile cases and also cracking the whip against corruption and crime. He retired from the post of Director CBI in November 2010 and immediately started teaching Human Resources Management and Leadership to MBA students.

He said this while interacting with the Officers of the Police Headquarters here at PHQ Conference Hall Thursday. He explained that there were ceasefires between the Government of India and the Naga underground groups and peace process was underway. As such counseling cadres engaging in factional fights will help reduce the factional fights amongst them, the Home Minister opined.

“If they want peace, why should they fight amongst themselves,” he asked adding, “So we are also responsible to give them counseling.”
Kaito also said the crimes taking place in and around Dimapur, the fast growing commercial hub of the State, had become more and more complicated due to the involvement by outside miscreants and anti-social elements.
Admitting that the situation in and around Dimapur was very complex, the Home Minister told the police officers that he wanted to meet the 3 Corps Commander so as to get their support in their fight to detect these outside anti-social elements operating in and around Dimapur. He said the 3 Corps Commander had their jurisdictions over the region, besides better networking.
“They (3 Corps Commander) can provide support to us in our fight to detect these outside anti-social operatives in and around Dimapur,” he added. “We should contain it before anything is happening.”
Kaito also expressed that those police personnel who performed commendable jobs should be given appropriate recognition. “This way massive morale boost will be there for other fellow police personnel,” he said adding that he wanted to introduce welfare schemes for the police personnel in the State.
He also said the police used to mix up with all kind of people but regretted that arms were lost sometimes. “I feel that when you can mix up with all kinds of people, you should also be in a position to come out with something to our advantage.”
The Power Point Presentation was also shown to the Minister during his interaction on the achievement and requirements of the department. Asking the Officers to feed and guide him properly so that he would be able to push the matter wherever necessary – be it in the Cabinet or CM table, the Minister expressed the confidence that under the dynamic and abled leadership of the State DGP, Besesayo Kezo, IPS, the police forces could be restructured in the State so that they could deliver service to the people.

In his closing remark, the DGP also assured the Minister that they would extend all possible help to the former to fulfill his desired goal. Commissioner and Secretary Temjen Toy, all the state police top brass and officers of the PHQ, Kohima were among other who attended the program.

Nagaland,KOHIMA, Mar 20 (NEPS): Minister for Social Welfare Kiyanilie Peseye said they could do many things under his department when there was “understanding and respect” amongst the officers and staffs in the department. He did not buy the idea that the department was small saying that the department was vast and big and basically it was dealing with human services in the State. The department was not only acting as a service provider to the weaker sections of the society but also catalyst for bringing changes to the society.

Addressing the Officers and staffs of the Social Welfare Department here at the Directorate Conference Hall Wednesday for the first time after his taking over the Minister in-charge of the Social Welfare Department, the Minister narrated about his long innings in the Government service before joining the State politics. “We should know how to respect senior officers and also all should develop the culture of understanding amongst the officers and staffs of the department,” he said adding, “Only after that will we have not only a very peaceful environment for working for the welfare of the people.”
The former Nagaland speaker for two consecutive terms said after becoming speaker of the Nagaland assembly, he did not have time to speak. “But today, I am here as Minister and will always have time to speak to you,” he pointed out asking them not to have any hesitation to meet him if they had any problem. “We will attend to such problem for solution.”
He said they had many things to do in the department but as human beings, they had many failures too. “We should learn lessons from such failures but wehave put efforts to move forward,” he added. “We have taken our salaries, so we have to do something.”
Stating that people who were serving in the directorate and secretariat here at the capital were very lucky unlike serving in far flung areas, the Minister urged the officers and staffs to be sincere, punctual and devoted to their services. “We have to maintain transparency and accountability in our department,” he stated adding, “Integrity is uprightness that will not compromise with expediency.”
Assuring the officers and staffs of the department, Peseye said he would try his best to see that the department grew bigger and bigger and the benefit should reach the targeted. “I don’t know how long I will be here as Minister with you, but so long I am here as your Minister, I will do my best for not only your interest but also for the interest of the people,” he said. “If God willing I will be with you for 5 years.”
Secretary of the Social Welfare Department, Kihoto Sema also spoke on the occasion. He expressed his happiness on having a full-fledged Minister to head their department after many years and exuded confidence that they would be able to do their work vigorously under the wisdom and guidance of the Minister.
Assuring the full cooperation from the officers and staffs of the department to the Minister, the Secretary said they would have peaceful working environment for the next five years under their full-fledged Minister.
Additional Secretary, Additional Director T Merangtsungba Aier, other officers and staffs also shared of the department’s history and various works and schemes they had been carrying out in the state.
President of the Western Angami Public Organization (WAPO) Vikehielie Victor also spoke on the occasion. He said the department was lucky to have in the person of Kiyanilie Peseye as their Minister and further described it as “right person sent by God for the department.” Expressing his confidence that under his able guidance the department would be able to deliver goods to the people, the WAPO president also appealed the officers and staffs to extend their fullest cooperation to the Minister so that together they could perform well.

Earlier, Director of the Social Welfare Department Khevito T Shohe, while welcoming the Minister, said many took the department was only working for providing “biscuits and milk” but it was more than that. He said earlier the department was under a Parliamentary Secretary but now it would be under a full-fledged Minister. “So everything will be different from now onwards,” he said.

Kohima, Jan 21 (NEPS): Parliamentary Secretary for Social Welfare, Child and Women Development, Chotisuh Sazo, who was elected as an Independent candidate from 18 Chozuba Assembly Constituency in 2008 general election, has today resigned from the membership of the 11th Nagaland Legislative Assembly to enable him to formally join the ruling Naga People’s Front (NPF). So that he would be able to obtain NPF ticket to contest as a NPF candidate at 18 Chozuba Assembly constituency in the ensuing State General election slated for February 23 next.

It may be mentioned that Sazo contested in 2008 general election from 18 Chozuba Assembly constituency as an Independent and won by defeating strong regionalist and veteran politician Thenucho of NPF.

Enlightening his joining the NPF-led DAN Government after being elected as an Independent Candidate from 18 Chozuba Assembly constituency in 2008, Sazo said he had genuine faith and confidence in the leaderships of the NPF that they would deliver goods to the people and with this “understanding and appreciation,” he facilitated his supporters to join the party (NPF) enmass in 2008. “Thereafter I have been closely associated with the NPF party while being in the Government,” he recalled.

Stating that with the firm belief in the able leaderships of NPF Party president Dr Shurhozelie and Chief Minister Neiphiu Rio, Sazo said he had resigned from the membership of the 11th Nagaland Legislative Assembly today so as to enable him to formally join the party (NPF) to “ensure development and peace for development.”

In the meantime, it is learnt that his resignation was accepted by the NPF party.

The former Minister has also resigned from the post of Chairman of the Political Affairs Committee (PAC) of the DAN with immediate effect.

In a letter addressed to the NPF President here Monday, the former Minister said the decision of his resigning from the NPF as Active and Primary Membership, as Co-Convener of DAN and as Chairman of the PAC of DAN was taken for the fact that “the Naga people have lost faith and confidence in the Regional Political Party as they see that they have no future in the hands of the Regional Political Party.”

At the same time, Dr Lotha has also declared that he has joined the Nationalist Congress Party (NCP). Explaining his joining the NCP, he said they were all aware that the “Nagaland State is 100% dependent State with no revenue and resources of our own.” And they needed more help and assistance from the Central Government and that can only happen by joining a National Political Party, he said adding that because of this importance, “I have joined the Nationalist Congress Party (NCP) which is a National Political Party for the greater interest of the State.”

Dr Lotha further assured that if they were voted to “power”, they would bring “more funds from the Center” for all round development of the State.
