IMPHAL, Oct 20 NNN: Manipur University Vice Chancellor Prof H Nandakumar on Saturday commented in one-two decades the people residing in Imphal city and its greater areas could face a serious problem of scarcity of water.
Prof Nandakumar was speaking at a panel discussion under the theme, ‘Water: Scientific Issue at Imphal’ organized by the Indian Science Congress Association (ISCA) Imphal chapter at the Court Hall, Manipur University.
“Imphal city and its greater areas are likely to face a serious problem of scarcity of water within the next one-two decades,” the the varsity Vice Chancellor observed.
He suggested people should not use drinking water in washing vehicles, pouring in gardens but water from rivers and ponds should be used for such purposes and further said the public are seemingly using water in wrong way and wasting it.
The panel discussion was mainly organized to find out a way out of the polluting of water bodies and thereby turn them into good potable water by methods of ground water harvesting and building up water reservoirs.
Giving awareness on prudent use of water and maintaining good quality water could supplement to the expecting scarcity of water in future, Prof Nandakumar suggested.
Taking part at the deliberation, convenor of ISCA Imphal chapter Prof Arunkumar said Manipur normally receives 1000 ml of rainwater per year and 90 per cent of it is used in irrigation but this season the state received scanty rainfall.
“We must try to find out a good solution to water crisis, biodiversity and climate change which are encountering in the state today besides Manipur is facing problems of hygiene, public health and disease. We must try to find out a scientific solution for all these problems. These are the things we are highlighting at the panel discussion,” he said.
The Indian Science Congress Association (ISCA) is completing 100 years and the centenary celebration will be held from January 3-7, 2013 in Kolkata, Prof Arunkumar informed.
Prime Minister of India Dr Manmohan Singh is the General President of ISCA and the Prime Minister desires to come out with certain scientific issues from various parts of the country and highlight them at the forthcoming centenary celebration of ISCA and find out a scientific solution.
He further said the highlight and recommendation of the panel discussion will be submitted to ISCA which will in turn forward them to the Prime Minister.
The deliberation was also took part by several professors and scientists, officials from the state Public Health Engineering Department and Pollution Control Board.

The need of the hour is a cluster based approach. Clusters are defined as a sectoral and geographical concentration of micro, small and medium enterprises with inter-connected production system leading to firm/unit level specialisation and developing local suppliers of material inputs and human resources. Availability of the local market, inter-mediaries for the produce of the cluster is also a general characteristics of the cluster.
As a whole, cluster facilitates to face market challenges, quicker dissemination of information, sharing of knowledge and best practices and better cost effectiveness due to distribution of common costs. It also provides an effective and dynamic path for inducing competitiveness by ensuring inter-firm cooperation through networking and trust. The geographic proximity of the enterprises with similarity of products, interventions can be made for a large number of units that leads to higher gains at a lower cost, which in turn helps in their sustainability. The cluster approach thus aims at a holistic development covering areas like infrastructure, common facility, testing, technology & skill upgradation, marketing, export promotion.
The Cluster Development approach has played an important role in enhancing the competitiveness of the MSE sector. Apart from the benefits of deployment of resources and economy of scales, the cluster development approach helps in weaving the fabric of networking, cooperation and togetherness in the industry, and thus enabling the industry to achieve competitiveness in the long run. Cluster Development Approach is the answer of the Micro and Small Enterprises to the large scale sector of the country and the world and should be part of the business strategy.
The Micro and Small units are generally not in a position to install costly machinery for their critical operations, accept large orders, or infuse large capital due to their limited capital base and limited domain expertise. However, collectively through cluster development approach, the micro and small enterprises can attain the desired goal of being competitive in the present global scenario. The Ministry has adopted cluster development approach as a key strategy for development of micro and small enterprises in various clusters. The Ministry is administering two cluster development programmes, namely, Micro and Small Enterprises – Custer Development Programme (MSE-CDP) and Scheme for Upgradation of Rural and Traditional Industries (SFURTI).
The objectives of the scheme is to support the sustainability and growth of MSEs by addressing common issues such as improvement of technology, skills and quality, market access, access to capital, etc.; to build capacity of MSEs for common supportive action through formation of self help groups, consortia, upgradation of associations, etc., and to create and upgrade infrastructural facilities in the new and existing industrial clusters of MSEs.
The cluster development initiatives in various clusters have reportedly delivered remarkable results. The guidelines of the MSE Cluster Development Programme (MSE-CDP) have been comprehensively prepared to provide higher support to the MSMEs. With this, more than 500 clusters spread over across the country have so far been taken up for diagnostic study, soft interventions and setting up of CFCs under the programme. The efforts under the scheme are focused on covering more and more clusters across the country.

Following is the text of Prime Minister’s address to the Combined Commanders’ Conference in New Delhi :
“It gives me great pleasure to address once again this annual conference of the leaders of our armed forces. India is proud, and rightly so, of the achievements of its officers and men and women in uniform. Be it in the line of fire or in aiding civilian authorities to carry out relief and rescue activities, the armed forces have regularly answered the call of duty and brought exemplary dedication to their task. For their bravery and their many sacrifices, the nation is eternally grateful.
In the year that has passed since we last met here, India has confronted persistent challenges on the external front. Global economic recovery has failed to materialize. The continuing uncertainty and weaknesses in the Eurozone economies have hobbled the pace of growth, including in Asian economies. Inevitably, India too has had to deal with the fallout of slowing growth, falling exports and expanding deficits.
Our security challenges, including cross-border terrorism, transnational crime and drug trafficking, remain diverse and serious. Added to these are new challenges in areas that constitute the ‘global commons’ – such as Space, the high seas and cyber-space. India has been a strong proponent of efforts to promote international peace, security and development and to act as a factor of stability in our region and beyond. Our size, technological capabilities and standing as a responsible state contribute to our ability to engage in regional and global efforts to shape responses to existing and emerging challenges.
In the political arena too, our neighbourhood remains complex with elements of instability. All around us, we see a churning of the political, economic and social systems of various countries with uncertain outcomes.
We cannot hope to develop and grow peacefully while our immediate neighbours struggle with poverty, strife and underdevelopment. Our external policies will therefore emphasize friendly and cooperative ties with our neighbours. We will also focus on establishing greater connectivity in South Asia and our expanded neighbourhood to promote the movement of goods, services, investment and technology so that we can act as a motor of growth in this region. The Services are an inalienable arm of our diplomatic outreach and I expect them to play a full and effective role in this national endeavour.
Our immediate geo-strategic environment comes with its own conventional, strategic and non-conventional security challenges. India’s strategic calculus has long encompassed the waters from the Gulf of Aden to the Straits of Malacca. Very recently, we have seen precisely these areas turn once again into fresh theatres of contestation.
We have consistently maintained that all issues must be resolved peacefully through dialogue. Wherever feasible, multilateral and international organizations such as the IAEA and the United Nations must be allowed to play their due role.
Even as we formulate responses to foreign and security-related challenges, concrete increases in our comprehensive national strength can come only if we solve our most pressing domestic problems. Affordable healthcare, quality education, remunerative jobs and reliable infrastructure for our people are fundamental to unlocking the human potential of India, which, to my mind, is limitless. The resources we need to do this can be generated only through economic growth at a faster rate than is the case today.
We need an aggregate growth rate of 8 per cent per annum to create new job opportunities for more than 10 million persons who are going to enter our labour force each year. This is not going to be an easy task, given the international economic environment. However, it is not unattainable if we make determined efforts to increase our investment rate to 37-38 per cent as was the case three years ago.
We also have to create an environment conducive for increased investment and savings rates, paying particular attention to investment in infrastructure sectors. Simultaneously, we have to work hard to improve the environment of internal security, ensuring communal harmony and control over disruptive forces such as terrorism, insurgency and left wing extremism. Our government remains committed to the achievement of these objectives.
As India grows, so will the responsibilities associated with protecting our new-found equities. For example, an expansion of our exports and a diversification of their destinations will call for equal measures to protect them from threats such as piracy. The security of our sea lanes would be equally vital in ensuring our energy security and access to other vital natural resources. Indian expatriates and our overseas investments, already present around the globe, are also going to be in need of assurances regarding their well-being. Security, therefore, will remain a pre-eminent and key pillar of our national strength. The Services, which are an important institution of our democratic and secular structure, will have to equip themselves to meet these evolving challenges.
Addressing these challenges will require addressing issues of joint-ness and skills, of training, doctrines and strategies, and of integrated decision-making structures and weaponry, all of which will need to be supported by indigenous research and production capabilities. These issues require constructive debate, not just about our strategic options, but also on our need to develop composite capabilities.
As commanders, you are all aware that growing complexities must be met by comprehensive responses. We should aim to abandon single service or segmented approaches and develop synergies across services. Compartmentalized views will only delay our response and dilute its impact.
In particular, there is a need to increase our capabilities in emerging areas like cyber and space, which can be the sources of new threats. We must therefore reorient our mindsets and define a long-term integrated perspective that aligns these capabilities with envisaged outcomes. It is my hope that the commanders will discuss these issues and not limit themselves to only material capabilities.
Preparedness is a function of modernizing and indigenizing our defence research, production and acquisition infrastructure. Our acquisition processes and procedures must stay abreast of global best practices. The Defence Public Sector Undertakings and Ordnance Factories too need to do more in absorbing technology and building capacities. They must also learn to adapt quickly in order to respond to changing needs and provide the required confidence to the users of their products.
Fortunately, the Indian private sector is now in a position to contribute to the defence industrial base and must be leveraged in the nation’s interest. Without this, the users’ levels of dissatisfaction due to time and cost overruns and technological obsolescence are bound to grow.
Many of the issues I have referred to above deserve greater debate and inquiry. You would all be aware that, in addition to the Task Force led by Shri Naresh Chandra on security structures and decision-making processes, we had also asked another Task Force led by Shri Ravindra Gupta to look into the issue of defence modernization and self reliance. Both these reports have been submitted and I understand they have made a number of very valid and relevant suggestions. It would be in our national interest to evolve an early consensus on their recommendations.
In this forum of leaders, I do not need to emphasize that leadership is the touchstone that will define the end result of any conflict and the outcome we are able to achieve.
Technical excellence and domain knowledge are important in this regard. Equally, as leaders, your task is to grow more leaders. I am sure that adequate attention is being given to this aspect and that building the next generation of leadership is something that you are focusing on.
To conclude, let me re-emphasize the nation’s implicit trust in the professionalism, competence, commitment and dedication to duty of the Indian armed forces. The nation is fortunate to have military leaders like you. I wish your deliberations all success.”

MNS:- A 21 crore Aadhaar numbers have been generated in 2 years: The 21st crore Aadhaar number was handed over to Smt. Vali, a resident of Meghwalon ka Mohalla, Kurawar, District Udaipur. UIDAI has generated 21 crore Aadhaar numbers since the issuance of the first Aadhaar number on Sep 29, 2010.
b. Aadhaar Enabled Service Delivery launched from Rajasthan: Lali Devi, Meera Devi, Banwari Lal and Birda Ram were among the first few beneficiaries in Rajasthan to get their entitlement using the Aadhaar Enabled Service Delivery.

Aadhaar Governance Awards: Prime Minister presented Aadhaar Governance awards to Amitabh Kaushal, Deputy Commissioner Ramgarh District, Jharkhand; Neetu Kumari Prasad, District Collector & A Babu, Joint Collector East Godavari District, Andhra Pradesh and Kunal Kumar, District Collector, Aurangabad District, Maharashtra.
Dudu (Rajasthan), October 20: Prime Minister Dr. Manmohan Singh today launched Aadhaar Enabled Service Delivery in Dudu, Rajasthan, to mark the 2nd anniversary of Aadhaar.
“Today we will be giving the 21st crore Aadhaar number to a resident of Dudu here in Rajasthan and also launch the Aadhaar Enabled Service Delivery across the country so that benefits of various schemes reach residents. I would like to compliment UIDAI Chairman Shri Nandan Nilekani and his team for achieving so much in such a short duration,” said the Prime Minister.
On the occasion, the 21st crore Aadhaar number was given to Smt. Vali, Meghwalon ka Mohalla, Kurawar, District Udaipur.
Smt. Sonia Gandhi, Chairperson UPA, who was the Chief Guest at the launch ceremony, commended UIDAI on its achievements. “Aadhaar is the world’s largest social inclusion programme. It was the dream of Rajivji the power of technology be used for the benefit of Aam Admi . The Aadhaar programme is the next step of this dream,” said Smt. Gandhi.
Aadhaar Enabled Service Delivery is the usage of the Aadhaar identity platform to identify and authenticate residents for delivery of benefits/services by various government or private agencies.
“It is our aim that every resident should have an Aadhaar number. The poor will benefit the most from Aadhaar as the Government will be able to correctly identify beneficiaries of various social sector schemes based on the Aadhaar number. The ongoing pilots have also proved that Aadhaar is like a boon to beneficiaries,” Finance Minister Shri P.Chidambaram said.
There are many benefits associated with such integration for various stakeholders, ranging from better compliance management to reduced leakages and increased efficiency and accountability in service delivery.
“I wish to take this opportunity to personally thank the Prime Minister and UPA Chairperson for their continued support and guidance in the implementation of the Aadhaar project. The Finance Minister has also been very supportive of using Aadhaar to benefit the Aam Aadmi. India is well known for advancements in the field of technology. The government is using state of the art technology in Aadhaar for the benefit of people. We intend to cover about 60 crore residents with Aadhaar numbers by 2014,” said Shri Nandan Nilekani, Chairman, UIDAI.
Also present at the launch event were Chief Minister of Rajasthan Shri Ashok Gehlot; Minister for Road Transport & Highways and Railways Dr. C.P. Joshi; Minister for Social Justice & Empowerment Shri Mukul Wasnik; Deputy Chairman of Planning Commission Shri Montek Singh Ahluwalia; Minister of State for Finance Shri Namo Narain Meena; Minister of State for Planning, Science & Technology, Earth Sciences Dr. Ashwani Kumar and Minister of State for Communications & Information Technology Shri Sachin Pilot.
On the occasion of the launch, ongoing Aadhaar Enabled Service Delivery initiatives were shown via a live telecast at the venue. The Prime Minister also presented the Aadhaar Governance Awards to District Collectors of Aurangabad, East Godavari and Ramgarh.
The dignitaries present applauded the ease with which residents were able to conduct the transactions.
From Dudu, Rajasthan, residents were seen taking their benefits under various welfare programmes such as Chief Minister’s BPL Housing Scheme, Chief Minister’s Higher Education Scholarship Scheme and MNREGA.
Beneficiaries from Andhra Pradesh were shown taking their quota of ration from Fair Price Shops under the Public Distribution System in Kakinada, East Godavari district, after using the Aadhaar Online Authentication System.
In Aurangabad, Maharashtra, payments under the Scholarship and Old Age Pension Social Security Welfare Scheme were made via the Aadhaar Enabled Payment System, with beneficiaries getting their dues after authenticating their identity via a micro-ATM device.
LPG cylinders were delivered to residents of Mysore, Karnataka using the Aadhaar Enabled Service Delivery mechanism, which involved authenticating the identity of the resident through a hand-held device.
In Ramgarh district of Jharkhand, money which was transferred by Jharkhand Government directly to the beneficiaries’ Aadhaar-linked bank accounts under the MNREGS program, was withdrawn by residents through a microATM device operated by a Business Correspondent.
Similarly, the residents of West Tripura district in Tripura were paid their dues under the Old Age Pension Scheme, using the Aadhaar Enabled Payment System.
The government will roll out Aadhaar Enabled Service Delivery initiatives in 51 districts across the country. These services will be linked to various government schemes such as MNREGA wage payments, PDS distribution, payment of social security benefits such as old-age payments, distribution of LPG cylinders, etc. A number of state governments are already ready to roll out these initiatives.
Currently 23 crore residents have enrolled for an Aadhaar number, while 21 crore Aadhaar numbers have been issued.
