Imphal, Oct 20 : Maj Gen Binoy Poonnen, VSM GOC 57 Mtn Div and Chairman, LBA of Sainik School Imphal paid a farewell visit to Sainik School Imphal on 20 Oct 2012.
He inaugurated the state of the art Squash Court constructed under the special project released by Ministry of Defence. After the inauguration ceremony, he interacted with the staff in the school Conference Hall. He complimented the staff and Cadets for producing outstanding achievements in all fields mainly in NDA. He exhorted all the staff members to inculcate human values in general and integrity among all cadets in particular.
During the Chairmanship of Maj Gen B Poonnen the school achieved unprecedented success in NDA results, Academics, Co-curricular and Sports fields.

Imphal, Oct 20 : Governor Gurbhachan Jagat assured representatives of seven Opposition political parties Saturday that the state Government has begun looking into corruption issue and also assured he would initiate for investigation into all graft charges against all the state officials.
Representatives of seven political parties including Trinamool Congress, CPI, CPM-M, JD-U, MPP (Manipur People’s Party), JD-S and BJP held consultations with Governor Gurbachan Jagat at Raj Bhavan at 12:25 pm .
The meeting with the Governor continued for more than half an hour during which they also discussed the current state of affairs of the state but prominently the issue of corruption, they told newsmen who were waiting for them in front of Raj Bhavan gate after the meeting.
Representatives of CPI, MPP, JD (U), JD(S), BJP, CPM and AITC submitted a memorandum to the Governor Gurbhachan Jagat today .It was stated that the Legislative Assembly of Manipur is the highest democratic Institution which decides the fate of the people of the state. The sanctity and the prestige of this highest Institute must be preserved and protected at any cost. Unfortunately, it has been noticed and seen for the last few years and more so during the last few months that there are open malpractices, nepotism and corruption in the functioning of the Manipur Legislative Assembly Secretariat.
The local media had already published the detail informations about the malpractices, corruption and nepotism on the recent recruitment of the Assembly staff in different categories on contract basis wherein family members and relatives of Hon’ble Speakers and Hon’ble Deputy Speaker even with fabricated documents. These are very unfair and unethical behaviours of the dignitories and officials of the Assembly Secretariat. The whole episode needs to be thoroughly investigated.
The repeated revelations of the Tehelka and subsequent publications by local medias on the Rs. 224 crore scam in Loktak Lake Development where undue favours and violation of CPWD norms mark biggest ever scam have really shocked the people of Mahipur. The K-Pro Infra Works Private Limited Company was awarded the work without observing CPWD norms. The single bidder company entered into a joint venture with Hyderabad based Progressive Construction Limited (PCL) for cleaning up of Phumdis (Biomass) from Loktak Lake. Interestingly, PCL is founded and controlled by a Congress MPfrom Andhra Pradesh, K. Sambasiva Rao, it is learnt. Further, another exposure on the misuse of Rs. 50 croresfrom the ICDS funds of the Social Welfare Department, Govt. of Manipur is a matter of great concern for all of us. Many more such kind of misuse of Govt. funds are expected to be revealed in the near future.
Governor was urged to consider and take a serious view on this matter and initiate appropriate actions on these issues.
CPI Manipur state unit secretary Dr M Nara, Manipur JD-U president M Tombi, CPM secretary Sarat Salam, MPP president S Umananda, BJP president Sh Shantikumar, Manipur Trinamool Congress president RK Sivananda and JD-S working president Manihar Goswami were present at the meeting.
They further expressed their urge to the Governor for setting up of an inquiry committee consisting of all the political parties in the state so that all the cases of corruption are investigated through it.
“The Naga political issue was not included at the meeting for the simple reason that we are planning to raise it in the upcoming winter session of Parliament and for this, we will prepare to send a delegation of the seven political parties to New Delhi soon ahead of the session,” they added.

IMPHAL, Oct 20 NNN : The Joint Student Coordinating Committee (JSCC) has condemned the state Government for appointing an IPS officer to the post of chairman of Board of Secondary Education, Manipur (BOSEM) on Saturday.
JSCC has demanded to replace the newly appointed BOSEM Chairman P Dhanakumar, an IPS officer by a person having work experience in the field of education saying the work of a police officer and that of education has a gulf of difference.
The appointment of Dhanakumar as the BOSEM Chairman has clearly indicated there are no good teachers and principals in the Government schools and colleges run by the state Government, JSCC convenor, Longjam Umakanta accused addressing a press conference at the office of Kangleipak Students’ Organisation (KSA), Sega Road here.
The JSCC comprises six student organizations— All Manipur Students’ Union (AMSU), Manipur Students’ Federation (MSF), Democratic Alliance of Manipur (DESAM), KSA, Students’ Welfare Association of Kangleipak (SWAK) and Students’ Union of Kangleipak (SUK).
In the meantime, Umakanta warned of stern agitation in the event of the failure of BOSEM to make available all the text books including that of Sarva Sikhya Abhiyan (SSA) to the students by December.

DIMAPUR, Oct 20 NNN: All roads lead to Camp Hebron, the NSCN-IM’s main base, off Dimapur presently but no news was heard ever again after the much publicised arrival of NSCN-IM general secretary Thuingaleng Muivah and the outfit’s chairman Isak Chisi Swu two days ago.
With the rising tempo given the prevailing situation, everyone is curious as to what news Isak Swu and Muivah “had brought with them” from New Delhi on October 18. The charged up atmosphere has been owing to Union Home minister Sushil Kumar Shinde’s comment of inking the much hyped would-be Naga settlement by March next year, the time when election to the Nagaland legislative assembly is due.
Naga civil society organisations are yet to get invitations for the ‘home-consultations’ with the NSCN-IM leaders at Camp Hebron. The sources however said they are likely to get formal invitations in a couple of days’ time. “I was told that series of consultative meetings will be only after October 25,” said a prominent Naga leader in Kohima.
The sources added that on October 25 top NSCN-IM leaders will have their own meeting with the Tartars (the outfit’s members of parliament), Kilonsers (ministers) and other top ranking leaders of the organisation. “After this meeting only the ‘home-consultations will begin,” further disclosed the sources.
Meanwhile, this time round, the affairs is not going to be the ones held in the year 2003 and 2004 where the civil society leaders and the Naga public from Manipur, Nagaland, Arunachal Pradesh, Assam and even from Myanmar had participated altogether at one go. “This time, the collective leadership (i.e Th Muivah and Isak Swu) will meet separately with every Naga frontal organisations on the latest dialogue development,” said another well placed source.
Meanwhile, it is still sketchy whether Th Muivah and Isak Swu will be meeting rival outfits’ leaders though it has been speculated that there is a strong possibility of such meetings on the proposed Naga National Government (NNG).
Last year on August 26, three Naga underground organisations including the NSCN faction led by Khole and Kitovi (GPRN/NSCN), NNC/FGN and NSCN-IM had convened a meeting to take up measures for the formation of the common Naga underground government christened as Naga National Government (NNG).
It was reported then, “The signatories of the Naga Concordant had met at Dimapur and agreed to take gradual and practical measures towards the formation of one Naga National Government. As a preliminary step towards creating understanding and cooperation amongst the signatories, we have agreed to jointly fight against rampant collection of tax, kidnapping, abduction, threats, intimidation, rape and other social evils. It also agreed to take stringent measures against its own cadres that are involved in criminal acts which are detrimental to the orderly pursuit of the Naga national cause. The three underground groups then agreed that in the eventuality of any crisis, the responsible leader of each delegation should have telephoned the respective counterpart on each of the other delegations [including FNR] within one hour of the crisis for verification and resolution of the problem. It finally agreed that any member of the signatory arrested or detained by another signatory should be treated with due dignity and respect, and in accordance with international standards of human rights. No detainee should be physically abused or tortured”.
“In order to fulfill these agreed areas of cooperation, the following persons from the signatories of the “Naga Concordant” will have direct access to each other with full official powers to make decisions regarding the above points”, the joint statement of NNC/FGN, NSCN (Khole-Kitovi) and the NSCN-IM had said last year.
Mentionably, on August 26, 2011, the three Naga underground groups—NSCN-IM, NNC and NSCN-Khole/Kitovi had agreed upon in principle to work towards in the formation of their single government. On that day, the top leaders of the three Naga outfits signed a ‘concordant’ to work towards the formation of the single underground government which has been proposed to call “Naga National Government (NNG)”.

Imphal, Oct 20 : The EC was informed about rejection of thousands of eligible voters name in the electoral roll list of 55- Tipaimukh, 59-Saikot and 58-Churachandpur Assembly Constituencies under Churachandpur district of Manipur.
It was stated that since May, 2011 Sinlung Indigenous Peoples Human Rights Organisation (SIPHRO) had voluntarily and independently conducted rigorous survey and fact finding for months in above-mentioned constituencies with a view to register qualified voters and identify the factors behind the serious discrimination. In its preliminary survey SIPHRO met and collected photos of qualified citizens who were never enrolled in the electoral roll. In the process, more than Seven Thousand (7,000) eligible names and photographs belong to Hmar tribe (Scheduled Tribe) have been collected in the Form-6 in three constituencies , and had been duly submitted to the concerned authorities during 2011 revision. According to our findings, the number of unregistered, but, eligible voters would exceed over ten thousand (10,000) if we were assisted with resources and manpower for the purpose.
Unfortunately, the Deputy Commissioner of the District demanded that each applicants might stand trial for physical verification at its office in the district headquarters, which is impractical for the poor tribal people who settled remotely in the hills and mountain.
Also, physical verification of the eligible names submitted in the Form-6 should be undertaken by the concerned authorities as it is a mandatory provisions of election, and which has been publicise to a great length by the Election Commission of India.
In every revision process the election machinery in the district often omit and reject applications for inclusions at the last stage of final roll publication. This message has now sent a very negative impression among certain general public, which totally negate the enthusiasm and interest of a community to approach and give their names to the district election officials as the decades of unwanted experiences has secluded them from securing their Constitutional rights. The monotonous and expensive exercise exerted by the government fails to have productive meaning in these marginalised constituencies as it is biased, corrupt and ineffective.
It is also believed that certain level of active players are said to be acting in this issue from certain unforeseen quarters to prevent enrolment of eligible voters. It was demanded that every qualified Hmar citizens from the above mentioned constituencies should be immediately registered in the electoral roll and provided with the Elector’s photo Identity Card.

The apprehendee was identified as Lh Paothang Khongsai, 50yrs, s/o Late Horgang, r/o Maokot Chepu, Litan, Ukhrul. Two SLR rounds, nine rounds of Single barrel 12 Bore Gun, 50 gms of Gun powder, six detonators, six pistol Cap (Initiator) 200 gms of Bearing ball, 600gms of Plastic explosives, 50 gms of yellow Substance suspected to be explosive were recovered from the apprehendee who alongwith recoveries was handed over to Litan Police station.
Security Forces of the Red Shield Division and Bishnupur Police Commandos launched an operation on 19 Oct 2012 at Bishnupur and apprehended one over ground worker of KYKL, namely Wahengbam Markanto Singh alias Umakanta alias Ahal age 58 years, s/o Late W Ibomcha Singh, r/o Nambol Kongkham Mayai Keikai, PS Nambol, Dist Bishnupur and recovered one 9mm pistol, one magazine, three live rounds and one hand grenade (Foreign made) from his house. On questioning, individual revealed that he has been involved in trafficking of weapons and explosive for the outfit. The man was handed over to Bishnupur Police Station.

All of sudden opposition parties in the state have realised the role they should play in the state. At a joint press conference held at the Manipur Press club they have declared what they will do to fight against corruption. They have threatened to take up Loktak cleaning scam at the Parliament. There are too many issues which cannot escape from the prying eyes of the opposition parties. The onslaught of the opposition in the recently held state assembly election could be attributed to the fact that these non Congress parties did not play the role they have been assigned to do. Just by criticising the policies and programmes of the ruling parties opposition can gain foothold. In every state anti-incumbency factor weighs heavily during the conduct of elections. Here in Manipur a ruling party is in advantageous position at the time of election and opposition invectives cannot change the already conceived mind of the voters. The absence of charismatic leader on the side of opposition acts as handicap in drawing the voters on their side. Confidence building is a must that can play a pivotal role in instilling in the minds of the voters what election means to them. But the hindrances that stand in the way will scuttle the ambitious task of changing the face of the state. There is no revenue of our own. We are passing through a very critical phase where the Government cannot pay even the employees pay let alone taking up welfare programmes for the common people. All these pestering problems affecting the state will be solved when the centre pays attention to the state. Our thinking however is very simple if the centre is ruled by Congress our state must also be ruled by Congress and if BJP returns to power at the centre nothing wrong with the people of the state opting for BJP. But BJP which is dragged into leadership crisis is far from clinging to power at the centre as of now. This however does not mean that one must not investigate the wrongs done by the men in power. All of sudden opposition parties in the state have realised the role they should play in the state. At a joint press conference held at the Manipur Press club they have declared what they will do to fight against corruption. They have threatened to take up Loktak cleaning scam at the Parliament. There are too many issues which cannot escape from the prying eyes of the opposition parties. The onslaught of the opposition in the recently held state assembly election could be attributed to the fact that these non Congress parties did not play the role they have been assigned to do. Just by criticising the policies and programmes of the ruling parties opposition can gain foothold. In every state anti-incumbency factor weighs heavily during the conduct of elections. Here in Manipur a ruling party is in advantageous position at the time of election and opposition invectives cannot change the already conceived mind of the voters. The absence of charismatic leader on the side of opposition acts as handicap in drawing the voters on their side. Confidence building is a must that can play a pivotal role in instilling in the minds of the voters what election means to them. But the hindrances that stand in the way will scuttle the ambitious task of changing the face of the state. There is no revenue of our own. We are passing through a very critical phase where the Government cannot pay even the employees pay let alone taking up welfare programmes for the common people. All these pestering problems affecting the state will be solved when the centre pays attention to the state. Our thinking however is very simple if the centre is ruled by Congress our state must also be ruled by Congress and if BJP returns to power at the centre nothing wrong with the people of the state opting for BJP. But BJP which is dragged into leadership crisis is far from clinging to power at the centre as of now. This however does not mean that one must not investigate the wrongs done by the men in power. IMPHAL, Oct 20 NNN: Manipur University Vice Chancellor Prof H Nandakumar on Saturday commented in one-two decades the people residing in Imphal city and its greater areas could face a serious problem of scarcity of water.
Prof Nandakumar was speaking at a panel discussion under the theme, ‘Water: Scientific Issue at Imphal’ organized by the Indian Science Congress Association (ISCA) Imphal chapter at the Court Hall, Manipur University.
“Imphal city and its greater areas are likely to face a serious problem of scarcity of water within the next one-two decades,” the the varsity Vice Chancellor observed.
He suggested people should not use drinking water in washing vehicles, pouring in gardens but water from rivers and ponds should be used for such purposes and further said the public are seemingly using water in wrong way and wasting it.
The panel discussion was mainly organized to find out a way out of the polluting of water bodies and thereby turn them into good potable water by methods of ground water harvesting and building up water reservoirs.
Giving awareness on prudent use of water and maintaining good quality water could supplement to the expecting scarcity of water in future, Prof Nandakumar suggested.
Taking part at the deliberation, convenor of ISCA Imphal chapter Prof Arunkumar said Manipur normally receives 1000 ml of rainwater per year and 90 per cent of it is used in irrigation but this season the state received scanty rainfall.
“We must try to find out a good solution to water crisis, biodiversity and climate change which are encountering in the state today besides Manipur is facing problems of hygiene, public health and disease. We must try to find out a scientific solution for all these problems. These are the things we are highlighting at the panel discussion,” he said.
The Indian Science Congress Association (ISCA) is completing 100 years and the centenary celebration will be held from January 3-7, 2013 in Kolkata, Prof Arunkumar informed.
Prime Minister of India Dr Manmohan Singh is the General President of ISCA and the Prime Minister desires to come out with certain scientific issues from various parts of the country and highlight them at the forthcoming centenary celebration of ISCA and find out a scientific solution.
He further said the highlight and recommendation of the panel discussion will be submitted to ISCA which will in turn forward them to the Prime Minister.
The deliberation was also took part by several professors and scientists, officials from the state Public Health Engineering Department and Pollution Control Board.
