Women belonging to various organizations, public leaders and representatives of the Imphal East district took part in the `Ningol Chakouba`™ celebration.

Presentation of gifts to the women folks by police officials, blessing ceremony and a grand feast marked the celebration.

Speaking to media persons, on the sideline of the festival the Impha East SP, Angam Kamei Romanus said that the district police is organizing the `Ningol Chakouba`™ to express that the police are also human beings with a heart to love their sisters and mothers.

However, the SP further explained that relationship could sometimes turn sour during the process of maintaining peace and harmony in the State.

The Imphal East SP maintained that with the well wishes and blessings from the sisters and mothers of the District, today`™s `Ningol Chakouba`™ celebration was a grand success.

The women folks of the district have been playing important role in assisting the police department to maintain peace in the district, asserted the SP.

It may be mentioned that the Imphal East District police have been organizing Ningol Chakouba festival every years since the last few years with the objective to ensure that all married women in the district are not deprived of the joy of participating in Ningol-Chakouba.

The Ningol Chakouba festival was also attended by many top police officials of the Imphal East District including Additional SP (Ops) Singhajit, Addl SP (LO) Manjit, Officer In Charge of Imphal East women Police Station Ushakiran and other Officer-in-Charges of the various police stations of Imphal east district.

At its crux, there are only two known ways of resolving a conflict of interests. One is to crush the weaker of the two with brute force and the other to reach a democratic consensus. The civilized norm of the modern world being the latter option, the need is to explore its possibilities wherever conflict has come to stay, at least until a more perfected mechanism is evolved. For the moment, we can only foresee all putative future conflict resolution mechanisms as derivatives of the democratic system, the latter being known for its resilience and almost infinite accommodative capacity. But it must be acknowledged that often the most vocal advocates of democracy have regressed into the logic of an atavistic past where only force mattered. The objectionable interventions in the Middle East and West Asia have said this eloquently. It is a matter of pessimism that war still seems unavoidable even in the days of democracy. A qualification needs however to be added here. In the UNDP Human Development Report, HDR, 2002 with the theme `deepening democracy in a fragmented world`, one of the many interesting patterns of national behaviours that evolved from empirical data on wars in the second half of the 20th Century is, no two democracies have ever gone to war with each other. Quite obviously, these nations have discovered an alternative ground on which to thrash out vexed issues. The indication is also, democracy is a versatile medium for this meeting of minds and resolution of conflicts.

Even in our situation, there have been very strong tendencies on very many occasions to return to the former method of conflict resolution, which basically has a one-line philosophy made famous by Joseph Conrad`™s fictional character, Kurtz in Heart of Darkness `“ `exterminate the brute`. But, as in this story, the scale to decide which is the `civilized` and which the `brute` between the exterminator and exterminated, becomes extremely blurred. But the values of democracy, with its insistence on giving each and every one a say, regardless of numerical or physical strength, have generally managed to keep this tendency in check. There have been occasions when this inner moderation snapped, as in the case of the Naga-Kuki feud, Meitei-Meitei Pangal mayhem, and Kuki-Paite fratricide, but it would be reasonable to presume that many more would have been prevented by this inner cord. For indeed although our society seemed at certain junctures to have reached points of explosive ethnic violence, nothing so catastrophic have happened so far. This however does not mean the dark forces of violence have been successfully subdued for all times. We still continue to sit on a dormant volcano which can with provocation come alive again. And provocations there have been and there will be by those who either do not understand or believe in the healing power of accommodation and mutual respect that democracy recommends.

There have also been plenty of talks of a dialogue between the civil societies of the different communities that are at loggerheads. This is welcome, but a dialogue devoid of a willingness to accommodate can possibly lead nowhere. A dialogue or a discourse is not simply about convincing the opposing party to surrender to the will of the other party, but of discovering, or rediscovering as the case may be, of common grounds on which to build the foundation for the future together. This spirit has never been conspicuous in all the vociferous claims and advocacy for understanding and good neighbourliness. By democracy we do not necessarily mean only the political system with a mechanism for determining public policies by sheer contests for majority opinion. This is a necessary ingredient, but it is far from being a sufficient condition. Equally important, it has also to be about justice, and in evolving this understanding of justice, the premium must be on reason and creative insights into what is common good. Here the concept of freedom is also important. Without individual freedom, the aggregate of which is what constitutes freedom of larger social grouping, including the nation, there can be no democracy. But again, as philosopher Isaiah Berlin said, freedom cannot be without any conditions. Absolute freedom for the wolves translates into death for the lambs. Freedom then can make meaning only if it is moderated by reason and a commonly legislated rational law.

IMPHAL, November 11: The commonly used plastic carry bags in state are mostly of recycled ones and could prove fatal if it contained Bio-chemical substance in the previous use said Assistant Environmental Engineer, (AEE) Manipur Pollution control Board, W Roshan Singh.

The AEE stated this while attending as a resource person during a one day awareness programme on `Health and Environment, Hazards of Burning Rubber and Plastic Waste` organised under the sponsorship of Manipur Pollution Control Board at Lainingthoukhong Nongshaba Complex, Kwakeithel Heinou Khongnembi, Imphal.

The awareness programme was also co-organised by the Nongshaba Yoga, Kwakeithel Heinou Khongnembi, Imphal West.

The AEE further said that plastics now have become one of the essential items for humans and accordingly the plastic products are made available in the market in abundance for day to day uses.

He mentioned that all individuals must know `How to Dispose`™ poly bags properly for environmental protection while citing the central Government`™s guidelines published on public interest on disposal of plastic bags.

Even as the norms advised to use virgin plastic to manufacture plastic products, especially plastic carry bags for food items, unfortunately most of the plastic produces used in the state are recycled plastics inorder to meet customer`™s demand at cheaper rate, rued Roshan.

Nevertheless, he said that the department is constantly checking plastic products manufactured in the state to ensure that the raw product is virgin plastic.

The AEE further pointed out that burning of plastic causes many health hazards like cancer, brain damage, hormone deficiencies etc, he asserted that plastics can be properly burnt in incinerators which are only available at few hospitals in Manipur.

He suggested that the best option to dispose plastic waste in safe manner was to collect it separately and hand over to plastic collectors rather than burning them.

Pradhan of Heinoukhongnembi Gram Panchayat, Maibam Tombi Devi delivering her speech noted that the common and easiest way as perceived by the general public in disposing plastic waste it by burning them.

Revealing that she does the same as there were no apparent options, she suggested that the authority concerned should build a separate temporary dumping area for plastic wastes only to make that it is properly collected by the plastic waste collectors.

Member 10/1-11 Heinoukhongnembi Gram Panchayat Leimapokpam Yaima Singh was also present in the awareness programme as president.

IMPHAL, November 11: The District Magistrate Imphal West district under section CrPC 144 has prohibited the entry of unauthorised persons or trespassers to the Mapal Kangjeibung with effect from November 10 until further orders.

An order issued by the Magistrate, Ningthoujam Geoffrey, said that the prohibitory order was issue as a pre-emptive measure to ensure smooth organising of the International Tournament scheduled to be held on November 22 during the Sangai Festival, 2015.

It said that in view of ensuing tournament, it is required to keep the event venue clean, hygienic, well-maintained, and also to take advance security measures.

It divulged that the prohibitory order shall not apply to members of the Mapal Kangjeibung Use, Prevention and Maintenance Committee; security and police personnel duly detailed by the SP, Imphal West for enforcing the order and for maintaining security of the Kangjeibung; organising Committee of the tournament and persons authorities by the organisers; officers and officials involved in enforcing law and order, to onlookers, invitees and audience visiting the venue for watching the tournament.

IMPHAL, November 11: Those persons involved in the IED blast at the residential gate of Parliamentary Secretary K Meghachandra Singh were doing contract work and given an advance of Rs 10,000 and on successful completion of the work they were promised to be awarded more.

This was disclosed by the Parliamentary Secretary himself today while speaking at an inauguration function of a Mini Bridge constructed under the PMGSY, Rural Development Department, Government of Manipur at Phouden Keirambi under Wangkhem A/C.

He said those persons who exploded an IED were given Rs 10,000 advance and promised of Rs 40 thousand after successful blast, and finally Rs 50,000 when the whole process completes.

Meghachandra said that this was revealed by a woman who has been arrested in connection with the incident.

However, he declined to name the mastermind and left it to the people to guess who.

`I don`™t want to reveal the name of the mastermind. I want people to guess who could do this.`

He, however ruled out involvement of any UG groups in the attack.

Calling the incident very unfortunate he said as he is a representative of the people many underprivileged people of his constituency come to his house for help almost every day.

If some innocents were killed in the blast it would have been very devastating, he said.

`The intention was to kill people because if it was only for threatening they would have used some defective hand grenade which will never explode. By bring an IED it is very clear that the intention was to kill.`

The police are investigating the case and some have been arrested, he added.

Bomb attacks had been carried out targeting him for 4 times from the time he became a representative of the people, he added.

K Meghachandra, who is also the local MLA, said that even though the bridge which was inaugurated today is a small bridge but it is very important for the people of the area.

The bridge was constructed as a part of the Phouden Keirambi to NH 39 (passing Thoubal College) road construction programme for which around Rs 2.50 crore has been sanctioned.

The construction of the bridge was given priority considering the severe inconveniences face by the people of the area at a cost of around Rs 30 lakh.

He also informed that a construction work of a bridge at Litan Leirak in Phouden Keirambi has been started and Rs 8.50 crore has been sanctioned for it and another bridge in the same place will be built at Moirang Palli for which around Rs10 crore has been sanctioned.

When these bridges are completed, it will serve as a very important roads for people coming to Kaina Gojindajee Temple.

He appealed to the people of the surrounding areas to cooperate in the road widening and construction works.

The inaugural function was also attended by S Ibomcha Singh, Member, Ward No 17, MCTBL; M Ranjit Singh, president, Polling Committee, Phouden Keirambi; T Naba Singh, president, Phouden Keirambi Youth Club and L Babudhon Singh, VP, Wangkhem Block Congress Committee as presidium members.

It said that the fourteen films which includes features and non features, are `Ishanou`™., `Imagi Ningthem`™, `Matamgi Manipur`™, `Paari`™, `Olangthagee Wangmadasoo`™, `Koro Kosii-The Gate`™, `The Marams`™, `The Deer on the Lake`™, `Lai Haraoba`™, `Meitei Pung`™, `The Monapas of Arunachal Pradesh`™, `Orchids of Manipur`™, `Yelhou Jagoi`™ and `Manipuri Pony`™.

Bomb attack near Sangai festival venue

IMPHAL, November 11: At least one person sutained injury when an Improvised Explosive Device (IED) exploded at Mahabali Kabui Colony under Imphal East district near the venue of the Sangai Festival, amidst heavy security measures.

According to information culled out from the blast site the explosion occurred around 8.30 pm late in the evening inside the resident of one Ashiho Mao, 56, son of (L) Salu.

The blast site situated just a stone throw away from the main venue of the Sangai festival.

Ashiho, the victim and identified to be the driver of IGP (LO) L Kailun, sustained injury on his fore head.

The blast reportedly ripped off from Ashiho`™s residence who runs a business of selling local brew, inflicting injury on his forehead while he was having his dinner.

There was no customer left when the explosion occurred, said the sources adding that the explosion incinerated most of the properties inside.

Official sources observed that the bomb could have been triggered to create fear in the mind of the people rather than causing deaths judging from the absence of splinters.

We are once again on the threshold of another cycle of the winter magic. It is indeed happy serendipity that many, if not most of the widely celebrated festivals in Manipur and its neighbourhood come in winter. Kut opened the season on November 1. It is Diwali today, in two days there will be Ningol Chakouba. Come December and there will be Christmas and then the celebration of the onset of another New Year on the January 1. Happy though the onset of this season is, there is also a peculiar air of sadness associated with it. This is especially so when it comes to Ningol Chakouba, another institution that Manipur`™s rich and long tradition established, demonstrating before the world that this society intuitively and genuinely cares for the female child and that the feminine gender has a very special and warm corner in its heart. That the women of Manipur have been at the forefront of the society is a fact, but it is not a standalone phenomenon. For indeed, in their coming to be free and independent to participate as equal partners of their men in economic and social activities, the social environment they are in has always had a huge role. In fact, it is this environment that not only gave them the liberty, but also nudged them to be their sovereign selves. But this social environment is changing, as all social environment must, being the living organism that they are. Irresistible forces of globalization, shifts in economic paradigms, reformations in social moorings, winds of modernism etc, have all made sure traditions never remain stagnant. It would be wrong to try and shut out these forces of change. In any case they cannot be, for as the age old wisdom teaches us, time and tide waits for no man. The correct attitude must be to treat them as challenges to be handled and ultimately taken advantage of, rather than threats to be fought or run away from.

Family reunions are a time equally of pain and joy. So would Ningol Chakouba be for many. It would be a time for loved ones to be together but also a time to remember loved ones lost. In life`™s journey, nobody can live forever. This journey can be unpredictable too. Even the young and innocent can be snatched away. All religions seek to provide consolation by advocating the belief that life does not end with death and that there is much more beyond. But there are also those for whom life itself is religion. One is reminded of the 1952 novel by Nikos Kazantzankis `Zorba the Greek`, made into a Hollywood classic in 1964, bagging three Oscars. Alexis Zorba, overcome with the sorrow of death approaches a wise old man buried in his books and asks: `Why do the young die?` The wise old man looks up from his books and in a soft unperturbed voice answers: `I don`™t know.` Upon this Zorba flies into a rage and shouts: `Of what use are your books and knowledge if you do not know this?` The wise old man, in the tone of a man who understands and empathises with the anguish of the questioner replies: `I read them because they teach me about the pain of people who cannot answer questions such as yours.` Life indeed is defined by both pain and joy. One would be meaningless without the other. So let us all take heart, and live life full.

Not by death, but by politics, one ningol will miss another Ningol Chakouba this year. She has not eaten for all of a decade and a half and in a special prison at the JN Hospital Imphal. It is difficult to avoid a little guilty that as all of us partake in the festivities of Ningol Chakouba, this Ningol, continues to volitionally starve herself on behalf of all of us. We pray in silence for the brave heart that she is, but we have the uncanny fear that she may end up merely as a mascot to be paraded in public, even if it is for a worthy cause. It is also a peculiarly paradoxical situation for those of us who support her cause. To encourage her to continue her fight is almost like encouraging her to torture herself with starvation and possibly die. On the eve of Ningol Chakouba our thoughts go out to her once again. We wish her to continue her fight relentlessly but live on until victory is hers and ours. We also hope and pray that someday in the near future, this lady too will be able to have her fill of the joy and nostalgia of Ningol Chakouba once again.

Informing this in a press release, the KSO Tengnoupal Block asked the concerned authority to expedite restoration of the shifted examination centre of Diploma in Elementary Education under IGNOU within two days.

If the government fails to respond to the demand then the organization will impose bandh along Imphal-Moreh Road indefinitely.

Opposing the `communal act`™ of RD IGNOU in shifting the examination centre from Tengnoupal to Lamding, the organization requested the public to support the demand served by the organization.

IMPHAL, November 12: In an unfortunate road mishap on Diwali midnight, a speeding car mowed down six individuals including a couple and left six others injured.

A speeding Santro car drove straight into a group of people engrossed in a dice game at Babu Bazar in Thoubal Kiyam Siphai 45 minutes past midnight on Diwali night.

Five were killed on the spot while a 24-year old succumbed this morning at the hospital.

Police have seized the car bearing Registration No. MN 1K 1545 and arrested the driver identified as Md Riyas, 52 of Sora. The Thoubal Police has also registered a case in this regard.

The couple killed in the accident has been identified as Khundongbam Babu Singh, 54, son of (L) Kh Sakton Singh of Kiyam Siphai Laithagol Leikai and his wife Kh Tombi Devi, 50.

The two who died on the spot together have left behind four sons behind.

The others killed have been identified as 2 MR Rifleman Maimom Sunil Singh, 45, son of (L) M Ibobi Singh of Kiyam Siphai Laithagol Leikai, Sinam Akashini Devi, 40 wife of S Oken Singh of Kiyam Siphai Mamang Leikai, Mutum Manihar Singh, 48, son of (L) M Madana Singh of Kiyam Siphai Babu Bazar and Akoijam Bobo Singh, 24, son of (L) Ak Loken Singh of Kiyam Siphai Amureijam. Bobo succumbed at the Shija Hospital and Research Institute.

The injured have been identified as Mutum Roben Singh, 31, son of M Ibobi Singh of Babu Bazar, Lisam Naocha Singh, 26, son of L Ibocha Singh of Laithangol Leirak, Maimom Roshan Singh, 27, son of kabichandra Singh of Laithogol Leirak and Tonjam Romeo Singh, 30, son of T Muhindro Singh of Babu Bazar.

Akashini`™s husband Oken and their 25 year old son S Boy Singh were also injured and are in critical conditions.

Sources informed that the car which had three people inside was coming very fast from Imphal side and drove straight into the group of people. After hitting the people, the car lost control and hit a Maruti 800 car which was parked nearby.
