When someone emerged to enter electoral politics and offered to contest elections, people usually asked “how much money he had earned, how many vehicles he had owned, how much plots of land he had bought, how much he could distribute to the voters, how many contract works he could share to his workers” etc. Possession of costly vehicles such as JCB, Bull Dozer, Trucks, Tata Tippers and properties such as Gas agencies, shop plots, having nexus with both state machineries and otherwise seemed to define the criteria for candidates to win elections. The electorate never enquired the educational background, social activities, political affiliation, oratory and convincing aptitude of the emerging candidates. Fortunately this time, with the strict election code of conduct and limitation on expenditure of candidates, the role of money and muscle power may be reduced to a great extent. However, it is still doubtful whether the electorate is ready to vote for the right candidate or right political party when there is no enough opportunity for political sensitization and awareness. It is also doubtful whether the Election Commission will be vigilant and active enough in the remote hill constituencies of Manipur as it is in the valley districts.

Thanks to the Election Commission of India for its strict code of conduct and strictures on expenditure of candidates and political parties. Role of money and muscle power will surely be reduced to a great extent in the ensuing General Elections and afterwards. However, without political consciousness, the voters are not expected to elect true representatives. Poll date is just a few days away from today. Has the electorate become aware of the various issues of the state? Have the voters properly scanned the competencies of their leaders? On what basis the voters will exercise their rights?

In order to become politically conscious in a democracy, citizens need to actively participate in the discussions and deliberations related to elections of their representatives for each and every candidate, each and every party, if not in the feasts, tea parties and entertainment. The electorate needs to go through the Election Manifestoes of various political parties and alliances. Election is an effective platform for political socialization in a democracy. Remaining aloof from election-time meetings, discussions and gatherings will be a great miss for responsible citizenry.

A people who loses its king is still a people, but a king who loses its people is no longer a king. As the nation and its people are behind the government, the representative body is the best practical device for giving voice to people’s aspirations. Election is the most important opportunity for citizens to express their aspirations and to participate in the policy formulation and execution of the government. Citizens give votes and responsible citizens vote for responsive leaders.

Right to vote is not given to minors and lunatics because they are not mature enough to participate in governance. Even adults who are not politically conscious may be termed as incompetent voters. Political thinkers such as Rousseau believe that since sovereignty resides in the people, it is the inherent right of every citizen to be entitled to vote. However, other philosophers like John Stuart Mill have the contradictory view that right to vote is a privilege of only those who have proper capacity. The later view suggests that a voter should have the knowledge, awareness and consciousness in political affaires so as to be able to elect true representatives of the people.

In the ensuing 10th Manipur Legislative Assembly election 2012, money and muscle power may play a lesser role this time as strictures imposed by the Election Commission of India will not be only on papers. Election expenditure for candidates is now limited to a maximum of rupees eight lakh only, which appears to be a mockery as compared to previous elections. Amidst hectic canvassing, candidates and their confidants find a hard time to record expenditure item by item, the lapse of which will amount to post-poll drilling by the election commission. Agencies have become more vigilant this time with the purpose of enabling free and fair polling. The measures will help minimize corruption in governance and will enable true social activists to be elected to power. A brighter representation is on the cards in future elections. However, the electorate lacks political consciousness to chose their leaders. It is also doubtful whether the Election Commission will be vigilant and active enough in the remote hill constituencies of Manipur as it is in the valley districts.

In spite of being the ruling party for two previous terms, the Congress party in Manipur is apparently feeling headache with the challenges of the so called Naga-forces in the hills and underground elements in the valley. Moreover, money and muscle power of the ruling Congress will not be manifested due to the tight rope created in the form of Election Code of Conduct as never before. Even though the Congress in Manipur is boasting of having had the most stable government and having taken up many infrastructure development works in the state, the anti-incumbency factor is not totally unseen in the nook and corner. It is obvious that the election code of conduct will not be enforced in the remote hill constituencies as strictly as it is in the valley districts due to various challenges known to all. In such a political scenario, whether the congress will return to power again in the 10th Manipur Legislative Elections is a big query among the laymen.

Even though the measures for free and fair elections have been taken up widely, our voters still lack political consciousness. During election time, agents like the political parties, pressure groups and media have to sensitize and mobilize the public on various issues so as to bring about political consciousness among the voters. The Election Commission of India has also to provide ample opportunities to the political parties, pressure groups and the media to mould public opinion. The voters need to study a number of options before giving their votes.

Although Manipur state has innumerable number of pressure groups for the welfare of the people, they seem to remain dumb during election time. Political parties in Manipur are apparently lethargic in sensitizing the people regarding social, economic, political and cultural issues. They are even not paying serious attention to producing their Election Manifestoes, even if election is just a fortnight away from today. The electorate needs a number of public meetings, literatures such as election manifestoes, broachers, pamphlets and leaflets to dwell on state issues. The role of media also needs to be greater during elections. As the Fourth Estate, media is an important agency to mould public opinion in a democracy. Media has a great responsibility for grooming responsible leaders in the government. If not acting partisan towards particular candidates and parties, the various media organizations of the state need to create platforms for discussions and deliberations on election issues.

Only when there are plenty of opportunities for making the electorate politically conscious of state issues, elections will be more fair and free. Only restricting expenses and enforcing strict strictures are not sufficient for bringing about fair elections.

Simple facts of the two fastest growing economies of the world say, Chinese dragon is way ahead of Indian elephant in terms of their respective future economic growth. For India, the elephant needs to be winged to fly; she can not afford to wait for the evolution of a flying Elephant, writes Bishwajit Okram, Financial Controller, C&F Group, Ireland.

China will take over USA in 2018 as the world’s largest economy, says an economic game published in the December 31st edition of the Economist.

India is nowhere near the two; interestingly at the least, nowhere near China. The economic barometer is pointing towards a Chinese economic world no later than 2020.

The underpinning facts of Chinese economy overwhelm those of India’s.

India vs. China

China’s annual appetite for steel consumption is 868% more than that of India’s in 2010. Steel is a vital raw material for any development particularly in infrastructure and manufacturing industries.

China’s energy consumption is 598% more than that of India’s. Energy is like blood in a human body to business. It shows how hard the economy is working to produce more gross domestic product (GDP). The result in 2011 says, China’s GDP growth is 9.2% where as India’s will be 7% as the prime minister, Dr Manmohan Singh, reckoned.

The economic growth of China is paying off now: they have more than 200 billionaires as compare to 69 of India in 2010.  They spend around $192 billion in public health, where as India spent only $65 billion, when the population is now very close. Life expectancy is 75 year in China 75 but in India it is around 65 only.

China’s expenditure on health care system is nearly 5 times that of India.

The gap between India and China is widening in terms of values of most social indicators of living standards, such as life expectancy, infant mortality rate, mean years of schooling, the coverage of immunization. 97 percent of Chinese children are immunized with DPT vaccine, in contrast with India’s meagre figure of 66 percent.

India’s prime minister announced that he was ashamed of the fact that India still has many malnourished children despite being fastest economies of the world.

In the field of research and development, India has not made a dent yet. The fact that in 2011,  12.3% of residential patents registered in the world is from China , a massive increase in its registration , suggest that they are truly emerging as a world leader in innovation. Recently the world has been taken aback with China’s announcement of sending astronauts to the moon and sending a well designed space station after USA is abandoning its own.

China  became competitive faster than any other countries over the last one decade. This is one reason why companies would like to flock in China. According to the world competitive ranking China is at 31st position as compare to India, which is at 50th position.

The only area, India has a point to smile, is their domestic consumption which is not far off from that of China’s. China’s retail sales in 2009 were $360b, which is just 25% more than that of India’s.

Strong retail sales are a sign of strong domestic market. This can also be interpreted in different ways: China has a huge potential for its retail market as the domestic market is still yet to be exploited.

Another critical negative factor for India’s economy are the inflation and the unemployment rates, which much bigger than China’s. India’s average inflation rate for 2011 was 9%, where as China’s inflation was less than 6%. The Unemployment rate of India was nearly 9%, when China had 4% which is considered negligible according to international standard. India’s credit rating is BBB- where as that of China’s is AA-. This is one reason, why India’s overseas funds withdrew a net $380m in 2011 compared to record inflows of $29bn in 2010.

China still has net foreign assets of $2 trillion or more. The biggest of all is that China has $3 trillion foreign exchange reserve, the highest in the world where as India has only $314 billion as at the end of 2011.

Recent announcement of the government of India of huge food subsidies is fraught with many economic ills. Dr Manmohan Singh, the prime minister of India said in his new year’s speech that India need pare back subsidies and implement tax reform because he was concerned about fiscal stability in future.

The Nobel Laureate in Economics, Prof. Amrtya Sen once said that the distinctions  are important for the emerging economies which are trying to decide where to emerge. India needs no horse race competition with China in relation to the economic growth figure but with the other aspects of social values developments, quality and standard of living developments, democratic values and political liberties.

Over the last two decades, in all the social indicators, India has persistently declined even in the areas of social development indicators as compare to Bangladesh, Sri Lanka, Nepal and even Bhutan. Bangladesh has taken over India in nearly all the social indicator.

Many more Indians have various deprivations, undernourished, unschooled, and medically uncared much, Prof. Sen pointed in a recent seminar at New Delhi.

Financial times quoted Kunal Kumar Kundu, senior economist at Roubini Global Economics in Delhi as saying that at the end of the day, it was all about attractiveness of the market. Remember, even Indian investors were now more prone to investing outside of India than they were within India, given the various issues they are facing – policy paralysis and corruption.

India needs to pull its shocks especially by the policy makers and politicians. India is not dying; but India is simply not staying fit to fight for global economic dominion. The pulse rate, through the economic stethoscope, says India’s economic pulse is much slower that that of Chinese.

It is time to put wings on the elephant, rather than waiting for an evolution of flying elephant, lest China will be the next USA, not a hearty choice for India.

IMPHAL, January 11: Post the election code of conduct which has been imposed in the state since December 24, 2011, which deprives the sitting MLAs of their primary legislative powers; the status quo will remain in force till March 6,2012 on which the date for poll results will be announced.

The 10th Manipur Assembly election is scheduled for January 28 and the counting will be conducted on March 6.

The gap of 37 days encompassing the whole of the month of February is the longest waiting time for announcement of poll results in the history of any assembly election conducted in the state so far. The date has been fixed to coincide with the poll result announcement of Uttarkhand, Punjab and Uttar Pradesh. It is also the first time that the counting for all constituencies will be held and announced on a single day.

The Chief Electoral Officer PC Lawmkunga while talking to the IFP in this respect stated that the administrative power of the government remains as it is; even though the election code of conduct prohibits MLAs from exercising their legislative powers.

Detailing on the matter, the CEO confirmed that the term for the SPF government expires on March 15, 2012 as the second tenure of the government began on March, 2007 which encompasses a term of five administrative years. “The code of conduct will be effective till the announcement of the poll results, whereas the state administration will remain as it is, till the completion of the SPF term”. 

Lawmkunga further said that the state government can make payment for the actual completed works; can promote officials by convening DPC and fill regular post vacancies due to retirement; deputation can be carried out and individuals can be appointed on ‘compassionate’ grounds.

The state administration is also able to call and finalize tenders of routine nature.

What the government cannot do is, the legislators cannot inaugurate any developmental projects nor use government vehicles aside from going to their respective offices, it cannot publish any booklet indicating development of any government departments.

It cannot sanction grants from any consumer welfare funds or issue sanction orders which are out of turn/PCO/telephone without approval of the ECI or the CEO.

Detailing on security measures, the CEO assured that EVM machines will be kept under tight security measures provided by the paramilitary forces during the long wait to the final counting.

He also added that 350 companies of various security forces will be deputed to cover all constituencies for smooth conduct of the polling process.

“For the first time, there will also be police observers so as to ensure that no muscle power or wayward activities comes to play from the state forces”, Lawmkunga added.

For effective transparency and to prevent proxy during the poll, each voter will be photographed inside the polling station with the ink mark on the finger and the result will be matched with the electoral list bank to identify the actual voter and the bogus one. If certain irregularities are found then there is all possibility of repoll at the particular polling station. He added that 2,357 cameras have been purchased at a cost of Rs 40 lacs for the purpose.

IMPHAL, January 11: For the first time ever in the Northeast, a landmark discussion titled “Asia Rising: Implications for the World Economy” was organised at ITA Centre For Performing Arts , Machkhowa on Tuesday, January 10 with two outstanding figures as speakers, Nobel Laureate, Joseph Stiglitz, Professor of Economics at Columbia University and distinguished economist and author, Lord Meghnad Desai.

The afternoon warmed up as the remarkable discussion between the two leading economists began and they presented their views on the economic rise of the Asian giants, India and China and the roles these countries have to play in the global balance of economic power, stated a press release of the Tattva Creations.

Opening the discussion in response to Lord Meghnad Desai, Stiglitz said,“The failure of deregulation in the West led to so much of the problem. There has been growth, but a lot of people have not benefitted from the growth.”

He further said “What GDP doesn’t talk about is what happens to every citizen.” 

He emphasised the need for countries to preserve their natural resources. “Assam is lucky to still have a lot of natural resources. It can promote eco-tourism to a great extent” Stiglitz  also said.  With regard to sustaining the growth rate of India and China’s respective economies, Stiglitz said “There is still a very big gap in per capita income. The knowledge gap is closing very rapidly but there is still 20-30 years to go before the growth rate can be sustained.” Talking about the IMF, Stiglitz  significantly said “The IMF has changed to addressing issues of inequality. But rural economy does not find representation in IMF.”

Responding to a question on whether popular movements against governments across the world, and especially the crusade against corruption in India led by Anna Hazare was an indication that systems of governance need to change, Stiglitz said  “I think there is a serious need for change. Governments are not working as they should. And it’s not just corruption. There is a need to change policies and we need greater involvement of civil society towards bringing about changes.”

Commenting on the role of civil societies in an economy, Lord Meghnad Desai said, “I think civil society can play an active role in economics. They can pressurise the governments into framing policies for the betterment of the people.”

After this, the floor was open for interaction between the panellists and the audience. This is the first time that a talk show of this stature and significance has happened in Guwahati. There were students from across the Northeast attending the talk show which was a platform for them to interact with global opinion makers and understand the global responsibilities towards equity. The significant event was wrapped up with a vote of thanks by YFFP co-founder, Mr Gaurav Gogoi.   

Gracing the occasion as chief guest was the Chief Minister of Assam, Tarun Gogoi.  Joining them on the event was also Anya Stiglitz and Dolly Gogoi, the release added.  

At the very onset of the event, Chief Minister, STarun Gogoi and his wife, Dolly Gogoi felicitated Mr and Mrs Stiglitz and Lord Desai after which Shantanu Thakur, secretary, Sports & Youth Welfare Department, Assam and Cultural Affairs (addl) read out the citation for Prof Stiglitz and Lord Desai on behalf of the Chief Minister of Assam.

Meanwhile, addressing the gathering, the Chief Minister said, “This is a great moment for us all to have these two renowned economists in our midst, and to discuss the emergence of the two powers –India and China.  I feel we in Assam are better off than America as far as the condition of the economy is concerned. We need globalization, but at the same time we need localization. I feel that economics concerns the poor and the downtrodden.  Everywhere in the world there is conflict between the rich and the poor. Mahatma Gandhi had said, “There is enough to meet the demands but not enough for man’s greed”.

Present on the occasion was another distinguished guest, Ranjit Barthakur, Investment Advisor to the Chief Minister, Government of Assam, the statement added.

Post this path breaking event in Guwahati, there was an exclusive media interaction with the distinguished panellists in the seminar hall of ITA, Machkhowa.

IMPHAL, January 11: In an interaction with IFP, Irom Sharmila who has been on an indefinite fast since November 2000 calling for the removal of the Armed Forces Special Powers Act said that she derives great moral support from the people who write to her and send her their support. “When people write to me saying they are moved by my fast, it moves me greatly that they would take out time from their lives and write to me and express their solidarity with the people of Manipur. It is their support that keeps me going,” said Irom Sharmila. She was being produced at the court of the Chief Judicial Magistrate, at Lamphel today.

Irom Sharmila further went on to say that EKTA(unity), a resource center for women in Madurai in Tamil Nadu sent her a letter of support signed by 2118 people after taking up a campaign in which the group reached out to students and grassroots organizations demanding for the repeal of the Armed Forces Powers Act. In the letter addressed to Irom Sharmila, which was handed to this reporter, representatives of EKTA said that their campaign was started in November, 2011 under which a handbill about the 11 year fast undertaken by Irom Sharmila was distributed. “We sincerely hope that the Government of India would take cognizance of the feelings expressed by people from all walks of life to repel this draconian act and retain the spirit of democracy in our country,” said the signed letter.

She also expressed her appreciation to the Student Christian Movement of India, based in Bangalore, which also sent in a letter of support of her demand for the removal of AFSPA.

IMPHAL, January 11: The Governor of Manipur, Gurbachan Jagat today inaugurated a five day long an international film festival on sports and performance, ‘the 2nd Re:Play 2012 Internesenal Film Kumhei at the Jawaharlal Nehru Manipuri Dance Academy organized by the Manipur Film Development Corporation in association with Hun-tre! International Manipuri Projects.

Speaking at the inaugural function the Governor stated that Manipur which is rich in cultural heritage especially in dances needs to film our beautiful dances for posterity and for viewers in other parts of the country and world.

“Such festivals provide an opportunity to our film aficionados to witness good films produced in different parts of the globe and they can keep abreast of the international trends. Some of our film-makers had the opportunity to participate in various international film festivals but such people are few” the Governor expressed.

He further expressed his hope that the workshops will not be the end and the delegates will continue to interact with the resource persons in future.

The Governor further expressed that the two workshops which will be conducted during the festival: one on Documenting Dance with Yoshiko Chuma and another on Screenplay with Alexandra Viets make festival all the more important for Manipur.

He further expressed that the workshop will provide an opportunity to the local talents to pick up skills and added that the films shown during the festival will attract viewers who are starved of good films.

He further wished the foreign guests a good time in Manipur and that they carry back fond memories of the state.

The five day long festival will also feature various international films including Dance on camera festival, New York; Focus on Indonesia; Film festival Dokumenter, Yogjakarta.

The festival will also have workshops on films including the Filmmaker: Andibachtiar Yusuf; Dance workshop: Yoshiko CHuma and Screenwriting workshop: Alexandra Viets.

During the inaugural day of the international festival, Andibachtir Yusuf’s film ‘Romeo Juliet’ made its Indian premiere.

The second day of the festival will also feature the Indian premiere of ‘With: Dragons beget dragons’ directed by Ariani Dharmawan of Indonesia.

The closing day of the festival will have a performance by Yoshiko Chuma ‘A tribute to MK Binodini Devi’.

Disclosing this information today, former minister D.P Panmei and social activist Romeo Bungdon said they had resigned from the membership of the NPF on personal ground.

“We tender our resignation from the membership of Naga People`s Front (NPF) with effect from January 2, 2012 on personal ground,” said the joint note of D.P Panmei and Romeo Bungdon addressed to the NPF president of Manipur unit.

UKHRUL, January11: With the filing of nomination of the 10th Manipur Member of the Legislative Assembly Election 2012 coming to an end by 3:00pm at the Election Office of Ukhrul Deputy Commissioner office today, altogether 1,98,077 total electorates of Ukhrul district are waiting to decide the fate of the district`s three assembly constituency seats with overall 179 polling stations.

In the district, the 45-Chingai (ST) A/C has the highest number of electorates with a total voter of 74,965 with 17967 male voters and 19465 females; followed by 44-Ukhrul (ST) a/c with 34,718 and 36,129 male and female electorates respectively with the total figure of voters at 70,847.

43-Phungyar (ST) has a total figure of 52,265 voters with 26,009 male voters and 26,256 females voters.

The number of female voters outnumbered in the three constituencies of the district as per the latest Ukhrul Election Office 2012 Electoral Revise Edition by a margin of 3,725 voters in total figure. There are 97,176 male electorates 1,00901 female voters in the district.

And as per the official source from the Ukhrul Returning Officer`s (RO) Office the voting of votes during the election will be exercised at a total of 179 Polling stations where in 43-Phunghar (ST) has 61 Polling Stations, 44-Ukhrul (ST) A/C has 59  stations and that of the 45-Chingai (ST) A/C has 59 polling stations.

And till the filing of this report, the official source has disclosed that altogether 10 candidates have successfully filed their nomination papers officially at the Ukhrul Election Office under RO.

Somatai Shaiza fielded his candidature in 44-Ukhrul (ST) a/c with Trinamool Congress ticket, MK. Preshow 45-Phungyar (ST) a/c with INC ticket, Khashim Vashun 45-Chingai (ST) a/c IND, Victor Keishing 43- Phungyar (ST) a/c with INC ticket, Bontia Keishing of 43-Phungyar (ST) a/c with MSCP ticket, Aleng A. Shimray of 44-Ukhrul (ST) a/c with NCP, Honreikhui of 43-Phungyar (ST) a/c with NPF, Aleng Shimrah of Ukhrul-44(ST) a/c with MSCP, Samuel Risom of 44-Ukhrul NPF and Paul Muinao of 45-Chingai (ST) a/c with NPF ticket.

IMPHAL, Jan 11 (NNN): Jesus Gospel Ministry, North East India on Wednesday earnestly appealed to all sections of the society, including social leaders, Christian leaders, politicians and all the believers to pray to Almighty to create a peaceful atmosphere for the upcoming 10th Manipur Legislative Assembly elections.

Director of the Ministry Ashang Kasar appealed to all to prevent from corruption, crimes, threats and using drugs during the elections and urged to all to work in the spirit of a Christian to make free and fair elections.

The director of the Ministry also appealed to the people to bring a good society and work for peace and tranquility in Manipur and that indulging in corruption, crimes, alcohol and threats is not the act of Christianity but instead it betrays the Almighty God.

IMPHAL Jan 11: The Maoist Communist Party, Manipur has clarified that the outfit has no hand in the bomb attack carried out at Lamyanba Irabot Sanglen located at Lamlai Challou,Imphal east.

A statement by Nonglen Meitei, publicity and propaganda secretary of the outfit further clarified that such an attack carried out at a memorial sanctuary of a true leader as Lamyanba Irabot is condemnable and should not be repeated in future.

The incident has further proved to be an eye opening issue which needs deep introspection to further the revolutionary ethos laid down by the leader, the statement said.

Since the inception of the Maoist Communist Party, the outfit has been disseminating information to the masses regarding revisionist communist and left wing armed gangs. Further, it is known that the outfit stands against bomb threats carried out to the public for extortion in the name of communists.

In order not to tarnish the image of Lamyanba Irabot, the Maoist have banned that no political party should make any committee in the name of the leader nor should any ceremonies be held by the political parties, the release added.

It has also dictated that the statues which would be constructed and remembrance functions carried should be done only on the interest of the public and not for any individual gains, the statement concluded.

The power situation in Manipur, in particular Imphal city, has worsened in the past few months. Even those areas once given powers from the transformers meant for VIPs, and therefore the flocking focus of many small enterprises such as motor workshops, welders etc, there are now under punishing load shedding schedules, threatening the total collapse of many of these small businesses. Only those businesses which can afford to run generators through the day without suffering too heavy losses, are managing to keep some work flow intact. Apparently there has been a further segregation between VIPs and VVIP for some elite enclaves still get uninterrupted power through the day. In other words, the government ensures VVIP homes do not miss their favourite television series but is little bothered about small enterprises shutting down. Such is the nature of the skewing of governmental priorities in today’s Manipur. But then this is also the state, officially with the poorest chief minister in the country. In a list of chief ministers and their declared wealth today in many national dailies, the chief minister of Manipur was shown as amongst the poorest, with declared assets worth only Rs. 6.09 lakhs. If this truly is the picture, the Manipur chief minister Okram Ibobi would not just be among the poorest chief ministers in India, but also probably poorer than most employees of his government, including grade two and three ones, most of whom would be valued more in terms just their mandatory provident fund deposits and other immovable assets.

Something is terribly wrong in Manipur and it is showing loudly everywhere. In the past few decades, the place’s priorities have totally altered. From what was a close knitted society, with shared characteristics and concerns, it is now fragmented into many different segments. And this division is not only on ethnic lines, but increasingly on class hierarchy, with the ruling clique successfully garnering the best of what the so called democratic system can offer. Hence, as we have pointed out, small enterprises are threatened to be thrown out of business, or at have been hopelessly stunted because of acute shortage of electric power, and VVIP homes are assured they can without interruption watch their favourite TV serials or watch movies on their home theatres. It is the same manifestation of the diseased outlook which makes the government boast of having accomplished the mission of erecting grand public buildings in Imphal city, such as the Manipur Film Development Corporation and the City Convention Centre, often after agonising evictions of impoverished local populations, while vital public utilities such as safe drinking water, domestic electric supply, city roads are all allowed to crumble unchecked. Even the section of the road at the two bases of the relatively recent BT Road flyover, laid not with bitumen but with reinforced concrete, are now beginning to show signs of atrophy. The Paona Bazar and Thangal Bazar streets in heart of the city are also now in severe states of damage. Come to think of it, is there any section of the capital city which can be considered a show piece to be proud of?

While corruption is a universal phenomenon in India, what is shameful in the case of Manipur is, it has come to have a public acceptance. The description of the government as well as its employees as public servants have now come to be totally forgotten, and instead, the thievery of this class has come to be seen with respect and awe. Their ill gotten wealth too are now seed as well deserved perks of office. In a role reversal of the metaphor, the public servants are now the masters of a public systematically degraded and impoverished to serfdom. The new masters, at least most of them, though officially earn small, now can afford several expensive properties in several metropolises of the country, send their children for studies abroad at exorbitant costs. The pauperised masses watch with awe the spending powers of these opulent new masters, and instead of questioning how this has come about, only wish and pray their children would one day climb the social ladder to join this cabal of the most selfish, shameless and greedy. This is how corruption today has become an immovable monolith, firmly rooted in the ground and tentacles spread to embrace all who may one day become an opponent of the corrupt system. If not checked, it could also be the ultimate death knell of a society which has been rendered unable to introspect and correct itself for the ultimate greater common good.

Insurgency is the hallmark of North East India in general and Manipur in particular. It becomes the excuse ground for all failures (law and order, development etc.)  in the region or the state. In such backdrop Manipur will once again test the meaning of true democracy by going to poll for the ———– Legislative Assembly on 8th January 2012. The right to vote is the exclusive right of a citizen. The exercise of adult franchise established the supremacy of the citizens over the executives. Election is the main factor that decide the fate of the people at least for five years if not topple in the meantime. However, the irony is that voters seldom exercise their right to vote especially in the tribal areas of Manipur. Proxy with coercion – the hand that holds the barrel decides the people’s future.

Making a critical look at the performance of the elected people’s representatives one can make a precise conclusion that they end up their office tenure in pleasing their god father rather than delivering welfare services to the people. As a result development takes the back seat. In the name of democracy people are made the scapegoat and most of the developmental funds are siphon off taking the chance of culture of silence which is mainly because of fear of reprisal or lack of awareness.

Every discussion topic is centre around the issue ‘who will get the blessing of the god father’ not who should be voted to power for people’s welfare. Justice and equality as the main feature of democracy is held under ransom – one has to pay for its realization.

People wanted and long for a true democracy where vox pupuli is reckon with and taken into consideration for crucial decision making but can’t help. Democracy as government of the people, by the people and for the people has a very little meaning in its true sense in reality. Interestingly government, obvious though, remain a mute spectator – centre and state – to this entire episode in spite of the incidence taking place just in front of their nose. To be honest the government is very much aware of the ground situation and realities.

The age old strategy of political conspiracy and intrigue is still valid the aftermath of which is the rampant violation of human rights and political rights. Social disorder and economic backwardness are the cascading effect of the so called manipulated democracy. “It’s been more than five years or ten years that I didn’t cast my valuable vote” is the common words of the people. Election becomes something that is just in theory without practical.

Surprisingly the election commission comes up with a mechanism where they proposed the idea of fitting cctv in the polling booth with a view to ensure free and fair election. No doubt this mechanism will check the proxy voting system and pave the way for every adult to exercise his/her franchise. The big question here is will this really establish the spirit of true democracy? Should we call it justice when your choice is dictated by someone or the exercise of your voting right is done under duress?

IMPHAL, Jan 10: The Tangkhul Katamnao Saklong (TKS) an apex student organisation of the Tangkhul community is organizing a free coaching for the students appearing for the HSLC Examination 2012.

According to a statement of the student body, the free coaching camp has begun with effect from January 9 at the Sentinel College near Gandhi Chawk, Ukhrul, particularly for Science and Mathematics subjects.

The TKS has sought the help of experienced subject teachers in organizing the free coaching camp. Those students who are interested to attend the coaching camp may contact the TKS office, it added.

The student body has also congratulated Alek Muivah of Somdal village of Ukhrul for his success in the Manipur Judicial service recruitment. He was recommended for the lone ST seat of the MJS examination for which the result was declared on Dec 22, 2011. At present, he is working as Assistant Professor at National Law University and Judicial Academy, Guwahati, Assam, the statement added.

AR apprehends three militant cadres along with arms

IMPHAL, January 10: Discovering the movement of UG cadres at Pallel Maning Wang Leikai, troops of 42 Assam Rifles of 26 Sector under HQ IGAR (S) launched operation  in the area and apprehended one PLA cadre on January 10, informed a PRO IGAR statement.

The statement has further identified the apprehendee as Khuraijam Khelendro alias Shanti,34, s/o Nand Kumar, r/o Pallel Maning Awang. One Chinese Hand grenade and three 9mm live rounds was recovered from the apprehendee.

The militant cadre alongwith the recoveries were handed over to Kakching Police Station, the stated added.

In yet another incident, troops of 18 SIKH of 9 Sector under HQ IGAR(South) launched operation at Ningombam and apprehended two KCP(City Meitei) cadres on January 10.

The statement has further identified the two apprehendees as Herojit alias Vicky (area cdr of Imphal west district), 27, s/o S Ibomcha, r/o Sangoibam Maning Leikai and Bablu alias Charies, 26, s/o Joy Kumar, r/o Sangoibam Moirang Leikai.

One .32 Pistol with magazine and two mobile phones with SIM Card was recovered from the apprehendees.

The cadres alongwith the recoveries were handed over to Singjemai Police station, the statement added.

The statement has also added that discovering the movement of foreigners at Pallel, troops of 27 Assam Rifles and 42 Assam Rifles  under HQ IGAR(South) launched operation in the area and apprehended six Myanmar nationals on January 9.

The apprehendees have been identified as Noor Rulamin, 32, s/o Noor Hakim, Md Yunusd, 22, s/o Md Yusuf, Md Ousman,16, s/o Mason, Md Issak,23, s/o Noor Hakim, Md Zaw Kaw Raya,25, s/o Noor Alam and Abdul Hamid, 30, s/o Havez Ahmed.

All apprehendees were handed over to Kakching Police Station, the statement added.
