IMPHAL, October 3: Chief Minister Okram Ibobi Singh inaugurated a newly constructed Boys’  Children Home at Takyelpat Imphal today.

The home is being constructed under the Social Welfare department.

Speaking as the chief guest at the inaugural function, the Chief Minister said NGOs have to work hand in hand with the government for the welfare of the deprived and physically handicapped children.

On the other hand, the concerned ministries want to take action against non-performing NGOs, he said.

Acknowledging proper construction of the Home inaugurated today, the Chief Minister also expressed happiness, according to a statement of the Chief Minister`s secretariat.

Lauding the proper maintenance of quality in the construction of the Home, he said if all projects are constructed in such proper manner, infrastructure in the State could be easily developed with the sanctioned funds despite the government facing financial constraint as ours is a small State.

Announcing that the State government will provide all necessary assistance to the department in developing infrastructure in the State, he also appealed to the concerned authorities to maintain proper quality in the construction of the similar Homes constructed in other districts including in the Hill districts.

Reacting to an appeal from one of the children of the Home to appoint a teacher for them, the Chief Minister drew the Education minister`s attention and instructed him to do the needful.

Education minister Moirangthem Okendro speaking as the guest of honour said a new Education Policy of the government will be introduced from 2016.

Under the policy, children from Anganwaddi centres will be admitted in class I in government schools for which it will be necessary for the Education and Social Welfare departments to collaborate, he said.

On the appeal for appointment of teachers for the inaugurated Children Home, the minister said he will try to appoint two to five teachers under the SSA on shift system.

Speaking as the president of the function, Social Welfare minister Ak Mirabai said plans are afoot to construct a similar Children Home for the girls soon.

She said the Home inaugurated today has a capacity of 50 children.

At present there are 20 Children Homes in the State run by NGOs, and six similar Homes like the one inaugurated today are under construction at Chandel, Bishnupur, Thoubal, Jiribam, Senapati and Saitu Gamphazol.

In his key note address, Social Welfare principal secretary SK Devburman said although the full capacity of the Home is 50 at present there are only 15 children.

During the program, gifts were also handed over to the children housed at the Home and the Observation Home.

IMPHAL, September 18: Exhorting municipal corporations, councils and Nagar Panchayats to be self-sustainable by taking up various policies, Chief Minister O Ibobi Singh announced today that property tax will also be applicable in all remaining Municipal areas other than the Imphal Municipal areas.

He was speaking at the inaugural of a one-day State level consultative workshop on Municipal Resource Mobilization & Implementation of Swachh Bharat Mission (Urban) and National Urban Livelihood Mission (NULM).

The workshop was organized by the Manipur Urban Development Agency (MUDA) and held at City Convention Centre, Palace Compound.

Maintaining that India is the largest democratic country in the world, Ibobi noted that the role of local bodies in democracy is of paramount importance.

Local bodies should focus on resource mobilization to be self-sustainable. Property tax is one of the important assets of resource mobilization, the CM said.

Elaborating that steps are being taken up to issue notice for collection of property tax for Imphal Municipal Corporation, he appealed to other municipalities to discuss with the concerned authorities including MAHUD on issuing notification for them as well.

He called upon the municipalities to organize public awareness campaigns from time to time with the aim to maintain cleanliness in Imphal city.

The CM also assured that the government is making earnest efforts to effectively implement Swach Bharat Mission and National Urban Livelihood Mission in the State.

Stating that the missions could be implemented effectively with cooperation from local bodies, Ibobi said that the government is trying to further strengthen local bodies.

The CM also appealed to the people to give suggestions to the government so as to make the local bodies self-sustainable.

Today’s programme was also attended by secretary of Municipal Administration Housing & Urban Development RK Dinesh Singh and consultant to the State government Dr RK Nimai Singh as president and guest of honour respectively.

Director of MAHUD N Geetkumar delivered the key note address on the occasion wherein chairpersons, vice-chairpersons, councillors and officials of Municipalities and Nagar Panchayat were also present.
