Imphal, Mar 25: A Tripartite Agreement for Suspension of Operations with United Tribal Liberation Army (UTLA) and Pakan Re-unification Army (PRA) under the umbrella group Kuki’National Organization (KNQ) was signed yesterday at Imphal. A total of 95 UTLA cadres with 55 weapons and 22 PRA cadres with 17 weapons have come over board by abjuring path of violence and deciding to join the mainstream.
2. The Tripartite Agreement was ;signed by Principal Secretary (Home), Govt. of Manipur, Joint Secretary (NE), MHA, Govt. of India and the Group Representatives including Dr. Seilan Haokip (Spokesperson KNO), Seipu @ Ishael (President UTLA), Siehzahau T Singsit (General Secretary UTLA), K. Robert Singson (Army Chief UTLA), Thensei Singsit (Home Secretary UTLA), Boboi Singson (Defence Secretary UTLA), W. Jecky Anal (Commander PRA) and Teisong Haokip (Defence Secretary PRA).
3. UTLA and PRA, as constituents of KNO, have joined the SoO Agreement,which is in existence since 22-08-2008. They have agreed to abide by the Ground Rules in consonance with the existing one. Their cadres will be accommodated in the existing designated camps of KNO. They will be entitled to monthly stipend based on attendance in the camps.
4. The decision to bring UTLA and PRA in the SoO fold has been taken in the larger interest of bringing further peace in the hill districts of Manipur and as an incentive for other militant groups to abjure violence and join mainstream. The operational area of UTLA is areas adjoining Tamenglong and Churachandpur inter-district boundary and Jiribam sub-division. This will give a fillip to the Railway line construction works. PRA is operational in Chandel district.
5. The SoO Agreement with KNO and UPF was last extended in a Tripartite meeting at New Delhi for a period of one year i.e. upto 22-08-2012. The existing constituents of KNO Group are :
i. Kuki National Front (Military Council) (KNF(MC))
ii. Kuki National Front (Zogam)- (KNF(Z))
iii. United Socialist Revolutionary Army (USRA)
iv. United Minority Liberation Army (Old Kuki)
v. United komren Revolutionary Army
vi. Zomi Reunification Front
vii. Zou Defence Volunteer (KNO)
viii. Hmar National Army
ix. Kuki Revolutionary Army (Unification)
x. Kuki Liberation Army (KNO)
xi. Kuki National Army
xii. Kuki Revolutionary Army (KRA)
xiii. Kuki National Front (S)
xiv. Kuki Liberation Organisation (KLO)/ Kuki Liberation Army (KLA).
