Imphal, Mar 27: In a home coming ceremony 52 Military Wing cadres of United Tribal Liberation Army which signed the Tripartite Suspension of Operation (SoO) agreement laid down arms to Chief Minister O Ibobi Singh at Leimakhong military headquarters. Home Minister, Gaikhangam, DGP, RK Baral and General Officer Commanding, Red Shield Division, Maj Gen Binoy Poonnen were present in the function. SS C-in-C, Robert Singson laid the cadres in laying down arms. Earlier 43 cadres had declared suspension of operation on 27 Oct 2011 in a home coming ceremony at the Banquet Hall of 1st Battalion Manipur Rifles in front of Chief Minister O Ibobi Singh, DGP Y Joykumar and Maj Gen Binoy Poonnen, VSM, General Officer Commanding, Red Shield Division. The 52 remaining cadres laid down arms today. The cadres presented 42 high quality automatic weapons which includes nine weapons which were looted by UTLA during their raid on IRB post (Chekra Cham in South Assam) on 13 Nov 2009.
Chief Minister Okram Ibobi Singh described today’s ceremony as another big step towards peace initiative and appealed all the militant groups to abjure the path of violence and join the mainstream. He also said that home coming of these cadres shows that peace and normalcy is not very far from the State. He asserted that the government would be seriously looking into the developmental issues and ensures implementation of necessary works.
Home Minister Gaikhangam said the government has been providing financial assistance and developing infrastructure for resettlement of the militants and expected them to work in the interest of the people.
Major General Binoy Poonnen, GOC Red Shield Division reiterated that security forces on their part would continue to encourage all such endeavours by all insurgent groups both collectively and individually and shall continue to act as facilitator in their rehabilitation and hence in their emergence as responsible citizens of the state.

Imphal, Mar 27: 42 Assam Rifles of 26 Sector under the aegis of HQ IGAR (South) provided Solar Lights to Langol Village in Chandel district today. Seven solar street lights were donated to the village authority of Langol village of Chandel District by Major General U K Gurung, YSM, Inspector General Assam Rifles (South) under Operation Samaritan project of army.
Major General U K Gurung, YSM, while addressing the villagers at the occasion urged the Chiefs to install the solar lights at their village at strategic locations so that all villagers enjoy the benefit. He also urged people to come forward and move progressively towards peace and prosperity and assured them of full support and cooperation of Assam Rifles in achieving it.
Later,10 Assam Rifles of 9 Sector under HQ IGAR (South) donated Water Tank and Water Supply Scheme to Sehjang village of Tamenglong district . The water supply scheme was handed over to the village authority in a ceremony in presence of local populace. In another occasion,24 Assam Rifles of 26 Sector under HQ IGAR(S) distributed sports items to village Phalbung.

Imphal, Mar 27: The Government of India has taken various measures to provide monetary and non monetary incentives to attract skilled medical and para medical professionals to work in rural areas. These include:
1. Monetary incentives under NRHM for both regular, adhoc and contractual staff posted in hard to reach and difficult areas.
2. The Central Government in consultation with the Medical Council of India, has made the following amendments to its PG Medical Education Regulations to encourage doctors to serve in rural areas :
i. 50 % reservation in PG Diploma courses for Medical Officers in the Government service who served for at least three consecutive years in remote and difficult areas ;
ii. Incentive at rate of 10 % of the marks obtained for each year in service in remote or difficult areas upto the maximum of 30 % of the marks obtained in the entrance test for admissions in PG Medical course.
3. Improved accommodation for healthcare personnel has been provided through NRHM at many rural facilities. Also health facilities have been upgraded and better equipped.
This information was given by Union Minister for Health & Family Welfare Shri Ghulam Nabi Azad in reply to a question on shortage of medical and paramedical staff in the rural areas in Rajya Sabha today.
Augmentation of human resource is one of the thrust areas under National Rural Health Mission [NRHM]. 2914 Specialists, 8722 Doctors, 10995 AYUSH Doctors, 33411 Staff Nurses, 69662 ANMs, 14529 Para Medics and 3894 AYUSH Para Medics have been engaged on contractual basis to increase the availability in the rural areas. Various reasons attributed for shortage include non availability of requisite number of doctors and paramedics, shortage of medical colleges and training institutes and unwillingness on the part of doctors to work in rural areas.

The protesters hold playcards which read like no mega project without peoples’ concern, nothing can compensate the lost of 78 lakh of described Tipaimukh dam, no big dam in NE, save people, save environment, we don’t want big dam, no khongnem chakha hydro-electric project etc. The organizers also submitted memorandum to the concerned minister including PM of India. The memorandum was submitted through DC, Senapati. Speaking on the occasion, the president of Senapati district women assn, Loliya said, the dam should affect the nature and livelihood of indigenous peoples. More than 25822.22 hectares of land will be submerged underwater and it will cause frequent earthquack. The people of the area took part in the mass rally cum sit-in-protest.

Imphal, Mar 27: Continuing with its philanthropic work and reaching out to the youth of Manipur, 28 Assam Rifles under the aegis of 9 Sector Assam Rifles of HQ IGAR (S) alongwith students of Manipur University organized a seminar on “How joining the Defence/Uniformed Services has transformed the life of Manipuri Youth & Impacted the State in Social & Economic Spheres “on 27 Mar 2012 at Manipur Institute of Management Studies, Manipur University.
The seminar was attended by various dignitaries including officiating Vice – Chancellor of Manipur University Brig Navneet Kumar, Cdr 9 Sector AR and Prof L Tombi Singh,. Mr E Binoy Kumar Singh, Retd Chief Engineer, PWD and former President, Manipur Olympic Association, moderated the Seminar. Mrs Victoria Y Dhiman, DSP, Traffic, IW Manipur Police, Mr N Ibungochoubi, Executive Editor Manipur Mail, Col S K Sapam, Col 14th Manipur Bn NCC were speakers during the seminar. Deans, HoDs of various department of MU and approximate 100 student from all stream also attended the seminar. All panelist presented their views and a very healthy discussion was witnessed by all present. Brig Navneet Kumar,Cdr,9 Sector expressed his gratitude especially to the speakers for their participation and presented mementos and token of appreciation to them.

Imphal, March 27 NNN: The MGNRGES which falls under DRDA shall be implemented by the Autonomous District Councils (ADCs) in toto as per the guidelines of the scheme, according to R.S Henry Hiilii who is the chairman of ADC, Senapati district.
He said since DRDA has been devolved to the ADCs every scheme under the former shall be implemented as per the guidelines, said the ADC chairman of Senapati district. “Concern staff and general public are requested to extend full co-operation in the implementation of the schemes,” appeals R.S Henry Hiilii.
On the certain percentage of MGNRGES allotted to the ADCs by the state government of Manipur, R.S Henry Hiilii said, “The 25% given to the ADCs by the Manipur government shall also be implemented as per the MGNRGES guidelines.” He said owing to certain technical problems the ADCs are yet to implement the 25% allotment of the MGNRGES scheme.
The chairman then said that the ADC, Senapati will make sure that the interest of the public is not compromised while implementing the schemes. “We will work in the interest of the people,” asserted Henry Hiilii, adding, “We will never betray the people. The Autonomous District Councils which have become functional recently, is a local self government. We will try our best to develop the hill districts,” assured Henry Hiilii.

Our country is passing through a phase of immense and rapid development and hence consequentially the rising demand for energy. Urbanization and industrial growth are only adding to the growing demand.
But at the same time, there is also a thrust for using “clean and green” energy so as to reduce the green house gas emissions. Keeping in mind the need of the hour, the Ministry of New and Renewable Energy has initiated the programme of ‘Development of Solar Cities’.
The programme has been designed to support/encourage Urban Local Bodies to prepare a Road Map to guide their cities in becoming ‘renewable energy cities’ or ‘Solar Cities’.
The Solar City programme aims to consolidate all the efforts of the Ministry of New and Renewable Energy and address the energy problem of the urban areas in a holistic manner. The various initiatives of the Ministry which include promoting solar water heating systems in homes, hotels, hostels, hospitals and industry; deploying Solar Photo Voltaic(SPV) systems/devices in urban areas for demonstration and awareness creation; establishing ‘Akshya Urja Shops’; designing Solar Buildings and promoting urban and industrial waste/ biomass to energy projects would be streamlined under the programme. In a Solar City all types of renewable energy based projects like solar, wind, biomass, small hydro, waste to energy etc. will be installed in an energy efficient manner as well as commensurate with the requirements of the city.
The Solar City aims at minimum 10% reduction in projected demand of conventional energy and increasing energy production through renewable energy. The basic aim is to motivate the local Governments for encouraging and adopting renewable energy technologies and energy efficiency measures.
The Solar City would be identified on the premise of population; potential of renewable energy resources and energy conservation; initiatives taken by local governments as well as the general public and industry in the same arena. The cities may have population between 0.50 lakh to 50 lakh, however, relaxation is considered for special category States including North-Eastern States and hilly States, Islands and Union Territories. A total of 60 cities/towns were identified to be supported for development as Solar Cities during the 11th Plan period. At least one city in each State to a maximum of five cities in a State may be supported by the Ministry as Solar City.
Aims of Solar City Programme
• To enable and empower Urban Local Governments to address energy challenges at City – level.
• To provide a framework and support to prepare a Master Plan including assessment of current energy situation, future demand and action plans.
• To build capacity in the Urban Local Bodies and create awareness among all sections of civil society.
• To involve various stakeholders in the planning process.
• To oversee the implementation of sustainable energy options through public – private partnerships.
The programme seeks to assist the Urban Local Governments financially as well as technically. The local governments would be encouraged to make Master Plan and provide institutional arrangements for it. The master plan of the city will include the base-line for energy consumption during the year 2008, demand forecasting for the years 2013 and 2018, sector-wise strategies and action plan for implementation of renewable energy projects so as to mitigate the fossil fuel consumption in the city. Proper awareness generation activities would be included in the scheme.
Financial Assistance
Under the programme, financial assistance up to Rs. 50.00 Lakhs per city/town is provided depending upon population and initiatives decided to be taken by the City Council/Administration as per the following details:
• Up to Rs 10.00 lakhs for preparation of a Master Plan within a year along with few implementable Detailed Project Reports .
• Up to Rs. 10.00 lakhs for setting up of Solar City Cell and it’s functioning for a period of three years.
• Up to Rs. 10.00 lakhs for oversight of implementation during three years.
• Up to Rs. 20 lakhs for capacity building and other promotional activities to be utilized in three years.
In addition, the financial and fiscal incentives available under various programmes of the Ministry are also applicable on the Solar Cities for installation of renewable energy projects, systems and devices.
Solar Cities
An in-principle approval has been given to 48 Cities for Solar Cities which include Agra, Moradabad in Uttar Pradesh, Rajkot, Gandhinagar, Surat in Gujarat, Nagpur, Kalyan-Dombiwali, Thane, Nanded, Aurangabad and Shirdi in Maharashtra, Indore, Gwalior, Bhopal and Rewa in Madhya Pradesh, Imphal in Manipur, Kohima and Dimapur in Nagaland, Dehradun, Haridwar-Rishikesh, Chamoli-Gopeshwar in Uttarakhand, , Gurgaon and Faridabad in Haryana, Coimbatore in Tamil Nadu, Vijaywada in Andhra Pradesh, Bilaspur and Raipur in Chhattisgarh, Agartala in Tripura, Guwahati and Jorhat in Assam, Hubli-Dharwad and Mysore in Karnataka, Thiruvananthapuram and Kochi in Kerala, Amritsar, Ludhiana and SAS Nagar Mohali in Punjab, Ajmer, Jaipur and Jodhpur in Rajasthan, Bhubaneswar in Orissa, Aizawl in Mizoram, Panji City in Goa, Itanagar in Arunachal Pradesh, Hamirpur and Shimla in Himachal Pradesh and Howrah in West Bengal and Chandigarh. Out of them sanctions have been issued for 38 cities namely Agra, Moradabad, Rajkot, Gandhinagar, Surat, Nagpur, Kalyan-Dombiwali, Thane, Aurangabad, Gwalior, Imphal, Kohima, Dimapur, Dehradun, Haridwar-Rishikesh, Chamoli-Gopeshwar, Chandigarh, Gurgaon, Faridabad, Coimbatore, Vijayawada, Bilaspur, Raipur, Agartala, Guwahati, Jorhat, Hubli-Dharwad, Mysore, Amritsar, Ludhiana, Jodhpur, Bhubaneswar, Aizawl, Panaji City, Itanagar, Hamirpur, Shimla and Shirdi. The Master Plans for 20 cities have already been prepared. Three cities namely Nagpur, Chandigarh and Gandhinagar are being developed as Model Solar Cities. (PIB Feature.)
