The apprehendee was identified as No.8435 SS 2nd Lt Paisho Kashung,34 yrs,s/o Simrei Kashung Nongdam Tangkhul, Mani,r/o Lamlong Ukhrul. One US made .32 mm Pistol, cash Rs.3000/- and extortion receipt for Rs.6600/- from Happy land were recovered from the apprehendee who alongwith recoveries was handed over to Lamlai Police station.
In yet another occasion, discovering the presence of UG cadres in Hiyanglam Leikai of Thoubal district, troops of 27 Assam Rifles of 9 Sector under HQ IGAR (South) launched operation in the area and apprehended one PREPAK cadre on 19 Mar2012. The apprehendee was identified as No.2058 SS L/Cpl Manaovi alias Lamtakpa,25 yrs, s/o Mani,r/o Hiyanglam Leikai and was handed over to Kakching Police station.
Based on specific information 10 Assam Rifles and 10 DOGRA Regiment under the aegis of the Red Shield Division in a joint search operation apprehended one KRA cadre from general area Khunkhu Kuki vill on 19 March 2012. The apprehendee was identified as SS Pvt Hemin s/o Mr. Lalngam, r/o Kangpokpi, district Senapati (Manipur). A 7.62mm Pistol with one live round was recovered from his possession. During search of the area around the village a cache of arms to including three AK 56 Rifles with magazines, ammunitions and other warlike stores were also recovered hidden in a field. The apprehendee was handed over to Imphal Police Station.
In another joint operation troops of 5/9 Gorkha Rifles and 1/11 Gorkha Rifles under the Division apprehended an OGW of KCP (MC) in general area Tangjen Makha Lekhai, Ward No 10. The apprehendee revealed that he joined the KCP (MC) in year 2010. Prior to that he has worked as an OGW of KYKL from 2005-2007 and an OGW of UNLF from 2008-2009. He is identified as Laishran Kartik, S/o L Luthon Meitei R/o Tangjen Makha Lekhai, Ward No 10, district Bishnupur. He was involved in tax collection and extortion on behalf of KCP (MC). He was handed over to Moirang Police Station.
Troops of 38 Assam Rifles of the Division seized explosive material from a lady at Parbung village under Thanlon Sub Disision, Churachandpur district while she was traveling in a vehicle from Mizoram to Churachandpur. The lady was identified as Miss Lalthongboi, age 18 years, r/o Dumdei village. Five detonators No 27, one meter of cordex, three PEK slabs and a safety fuse of approximately 8.5 meter were recovered from her possession. She was handed over to Churachandpur Police Station.

Chief Minister O Ibobi Singh said he firmly believes that Lokeshore will be discharging his duties well as a Speaker. Members of the House from both ruling and opposition lauded Lokeshore. The new Speaker Lokeshore after assuming charge said he would try his best to fulfil the aspirations of the members. He said, “I am fully aware of the expectations of everyone while entrusting me with such a responsible and high Constitutional Office.
Here, I would like to say that I will give my best effort to uphold all those expectations and I shall work earnestly to uphold the dignity and decorum of the august House. I will try to safeguard the rights and privileges of the H Members of this august house. I also firmly believe that all the Hon’ble Members, too, would extend full cooperation to my humble effort.
While discharging my duty as a Speaker, I shall honour both the ruling and opposition without any partiality.

Governor Gurbhachan Jagat today afternoon addressed the first session of the newly constituted tenth Assembly session said, “ I firmly believe that the successful conduct of elections to the Xth Manipur Legislative Assembly is a victory of the people of Manipur who have once again demonstrated their faith in democratic institutions. Members, I am delighted, and honoured, to deliver my first address to the Xth Manipur Legislative Assembly in this excellent new State Legislative Assembly building. I congratulate all those who have worked hard to fulfill this long felt need. Yes, we can all be proud of this spacious complex to house the peoples’ representatives.
Planning & State Finances
My Government again achieved a quantum jump in our Annual Plan size which rose to Rs. 3,210 crores – a growth of 20% over the previous plan of Rs. 2,600 crores. I must compliment the Chief Minister, his Council of Ministers and Team of Officers which presented our case to the Planning Commission. My Government also obtained sanction from the Ministry of DoNER for a total of 148 projects under NLCPR with a total approved cost of Rs. 1,206.88 crores for projects under Power, Water Supply, Roads and Bridges, Health, Education and other sectors. Of these, 54 projects have been completed with a total approved cost of Rs. 353.23 crores.
He assured upgradation of NH 53 by 2013 and support completion of Jiribam Imphal railway line by 2016. Talks are going on with KCP MC Lallumba group, Kuki militants and about 1500 militants have shifted to eleven designated camps he added. The Home Ministry has relaxed protected area permit for one year hence foreigners are allowed to visit Manipur.
Under the Pradhan Mantri Gram Sadak Yojana 19 habitations were added in 2011 – 12. About 50 percent of allocations for tribal affairs have been transferred to District Councils. The government has decided to take part in the north east transmission company for construction of 400 kv DC Pallatana Silchar Bongaigaon thermal power project and the state will receive 82 MW of power once the project is completed.
State wide area network which connects state HQ to district and block headquarters was inaugurated by President Pratibha Devi Singh in Mar 2011.The government is conscious that integrity and communal harmony are two critical challenges. He further said we all share a common destiny which transcends all barriers.

Smt. Binny Yanaga (Maya) would be awarded for Exemplary Community Service rendered to the Scheduled Tribes in category-B.
The National Selection Committee (NSC) headed by Minister, Tribal Affairs & Panchayati Raj, Shri V. Kishore Chandra Deo in the meeting held this month selected the awardees. In Category ‘A’ – Best Janjatiya Achiever carries cash prize of Rs. 2.00 lakhs, a citation and a trophy and Category ‘B’ award carries cash prize of Rs. 5.00 lakhs, a citation and a trophy.

Shillong, March 19 NNN: Meghalaya chief minister Mukul Sangma tabled the Rs 3535 crore budget proposals on the floor of the house on Monday. Sangma said the proposed budget for the year 2012-13 will close with fiscal deficit of Rs 382 crores, which is around 2.o6 % of GSDP and a reduction of Rs 37 crores from the fiscal deficit envisaged in the 2011-12 budget.
The estimated total receipts in 2011 -12 were Rs 6207 crore of which the revenue recipts were rs 5602 crores and capital recipts of Rs 605 crores.
According to the chief minister, this exclude the borrowings and other liabilities, where the total receipts stood ar Rs 5624 crore. The Chief Minister in charge of finance forsee a total receipts for 2012-13 at Rs 7618 crores-an increase of Rs1411 crore or at 22.7 % over the current year.
He stated, “The revenue receipts are estimated art Rs 6975 crore and capital receipts at Rs 643 crore. Excluding borrowings and other liabilities, the total receipts in 2012-13 are estimated to be Rs 6999 crore”.
After estimating the plan expenditure including centrally sponsored schemes, central sectors schemes, NEC and NLCPR for the year 2012-2013, the Chief Minister expected the plan expenditure to touch Rs 4413 crore,an increase of 29% over the current year estimate of Rs 3430 crore.
Sangma went adding that “inclusive of these schemes, an outlay of Rs 747 crore for education, Rs 744 crore for PWD,Rs 723 crore for agriculture aand allied sectors,Rs 301 crore for PHE, Rs 290 crore for power,Rs 282 crore for C7Rd and Rs 228 crore for health was also proposed under the plan expenditure”.
The total non-plan expenditure for 2012-13 has been estimated at Rs 3189 crores ,the amount is expected to go down to payment of interest amounting to rs 336 crores, pension to Rs 226 crores and salary payment amounting to Rs 1840 crores. The Chief Minister also proposed a non plan budget of Rs 506 crores to education,Rs 350 crores to Police and Rs 297 crore for PWD,Rs 228 crore for agriculture and allied sectors and Rs 170 crore for health.

AIZAWL, March 19NNN: The Study Group of the Mizoram Liqour Total Prohibition Act, 1995, after studying the act for a year submitted its report today to JH.Rothuama, minister of Excise and Narcotics. Mentionably, the MLTP Act Study Group was formed under the chairmanship of H.Raltawna (IAS Rtd) consisting of 18 members on January, 2011. The Study Group had a meeting 5 times.
The Study Group said that MLTP Act, 1995 was good enough but not successful in prohibiting and to stop all activities relating to liquor. As per the record of Health Department, cases of liver diseases continue to increase and addicted to alcohol cases are still rampant in spite of the existence of this act.
According to the Mizoram University (MZU) findings , more NGOs said that this act was not successful, but, more NGOs wanted not to cancel the MLTP Act, said the Study Group in its report. Cases of depression and stress are numrous among the addicted families reported by the MZU findings. Further, the Study Group reported that if the MLTP Act 1995 is to be continued, Excise & Narcotics Department needs to be upgraded and amendment of MLTP Act is also required.
It can be noted that after the Mizoram Liquor Total Prohibition Act was passed in the year 1995, the state government had prohibited sale, possession and consumption of any kind of liquor in the state. As there have been various incidents of breaching the law, the state government had formed Mizoram Study Group of MLTP Act to study the failures and success of the Act. The Study Group had asked various organisations about their opinions in connection with the implementation of MLTP Act.

We have witnessed a crisis after the presentation of Railway budget. Commenting on the intense political drama over Railway Minister Dinesh Trivedi’s decision to hike passenger fares in the railway budget, and his decision to resign on Sunday after a four-day stand-off with the Trinamool Congress leadership, Communist Party of India (CPI) leader D Raja said the central government had succumbed to vagaries of coalition politics.”The resignation of Dinesh Trivedi was demanded by the Trinamool Congress Party on the issue of the hiking of passenger and freight charges in the railway budget. If that is so, whether the Prime Minister, the government, is agreeable to roll back the hike, which has been made and proposed by Dinesh Trivedi in his budget. These are some of the questions which the Prime Minister will have to answer,” Raja said. “The railway budget has already been presented in parliament. It has become the property of the parliament, property of both houses of parliament, since the minister has resigned even before a discussion of the budget could start. It is for the Prime Minister to explain; Prime Minister being the head of the government, the head of the council of ministers. Now, he is in charge of the Railway Ministry,” added Raja. Coalition politics however is a necessity and in a multi party system we have to expect coalition politics. When the partners think only about their states or concern there is always problem. The Trinamul may think of Railway , some other partner about their own state. If the coalition partners in the centre are not national parties the nation will not be going ahead as the political party will be pushing its own interest. The Congress and CPI were partners for the last ten years in Manipur and now Congress is on its own, let us see the difference.
